Our national debt is careening toward $19 trillion (yes, that is a 19 followed by 12 zeros), and federal regulations are expanding at a record pace. Meanwhile families struggle to get home loans, and small businesses struggle to make ends meet. States are constantly handed unfunded mandates and executive fiats that they are forced to implement with minimal direction and no way to pay for them. I present this report as a demonstration of ways we can cut back on wasteful federal spending and burdensome regulations to help families, small businesses, and our economy begin to get out from under the weight of federal stagnation. Cited here are not only prime examples of wasteful spending, but also federal departments or agencies that regulate outside the scope of the federal government's constitutional role. I firmly believe my staff and I have the obligation to solve the troubles of our nation, not just complain, which is why for every problem identified, you will also find a recommended solution. There is a way to eliminate wasteful, ineffective, or duplicative program spending; develop oversight methods to prevent future waste; and find ways to get us back on track.

Kupe and the Corals is the story of Kupe, a young boy who undertakes an amazing voyage of discovery to learn about corals and the importance of coral reefs to all of the many animals that depend upon them. One night while he is fishing with his father, Kupe observes an astonishing event, thousands and thousands of tiny “bubbles” rising to the surface of the waters in the lagoon near where he lives. Kupe is amazed by this sight and wants to learn more about the “strange pink bubbles” that he has captured in an old jam jar. Kupe visits with an elder from his village and a scientist from the nearby marine lab in an attempt to learn more about what he has seen. During his conversations, Kupe learns that what he has captured are tiny coral larvae, baby corals that are produced in the millions over just a few nights each year by the adult corals living in the lagoon. Kupe then goes on to learn more about how corals grow and the importance of corals in building the reefs that provide homes for all of the other wonderful animals that he sees while snorkeling in the lagoon. Now, realizing how important the larvae he has captured are to the health of the coral reef, Kupe happily returns his larvae to the sea. A rising median age at which PhD's receive their first research grant from the National Institutes of Health (NIH) is among the factors forcing academic biomedical researchers to spend longer periods of time before they can set their own research directions and establish there independence. The fear that promising prospective scientists will choose other career paths has raised concerns about the future of biomedical research in the United States. At the request of NIH, the National Academies conducted a study on ways to address these issues. The report recommends that NIH make fostering independence of biomedical researchers an agencywide goal, and that it take steps to provide postdocs and early-career investigators with more financial support for their own research, improve postdoc mentoring and establish programs for new investigators and staff scientists among other mechanisms.

How engineered materials and machines powered by living biological cells can tackle technological challenges in medicine, agriculture, and global security. You are a biological machine whose movement is powered by skeletal muscle, just as a car is a machine whose movement is powered by an engine. If you can be built from the bottom up with biological materials, other machines can be as well. This is the conceptual starting point for biofabrication, the act of building with living cells--building with biology in the same way we build with synthetic materials. In this volume in the MIT Press Essential Knowledge series, Ritu Raman offers an accessible introduction to biofabrication, arguing that it can address some of our greatest technological challenges. After presenting the background information needed to understand the emergence and evolution of biofabrication and describing the fundamental technology that enables building with biology, Raman takes deep dives into four biofabrication applications that have the potential to affect our daily lives: tissue engineering, organs-on-a-chip, lab-grown meat and leather, and biohybrid machines. Organs-on-a-chip (devices composed of miniature model tissues), for example, could be used to test new medicine and therapies, and lab-grown meat could alleviate environmental damage done by animal farming.
