À la fin des années 60, l’aggravation inquiétante de la toxicomanie oblige le législateur à adopter la loi du 31 décembre 1970. Ce texte a pour vocation de répondre à une certaine représentation du problème de la drogue. Dans cette optique, sont articulés un dispositif sanitaire et des mécanismes répressifs, en vue de supprimer toute consommation de drogue. Vingt ans après l’entrée en vigueur de la loi de 1970, il existe un nouveau contexte, qui appelle une redéfinition du problème de la drogue. La construction de l’Europe communautaire, mais aussi l’irruption du SIDA et des hépatites, sont autant de données qui modifient l’analyse et la représentation de la toxicomanie. Celle-ci fait désormais partie intégrante de l’environnement social : une éradication totale relève de l’utopie, on accepte donc la toxicomanie, comme un mal inéluctable dont on doit limiter les risques. Cette politique, dite de « réduction des risques », appelle alors un ensemble de mesures concrètes. La libéralisation de la cession des seringues est accélérée, les traitements de substitution à la consommation de drogue sont étendus. Sur le plan répressif, certains esprits s’interrogent sur une éventuelle dépénalisation de l’usage de certaines drogues. Le pouvoir politique rejette une telle hypothèse, mais oriente tout de même les Plans de lutte contre la drogue de septembre 1993 et septembre 1995 dans un sens favorable à la prévention. La guerre contre la drogue demeure une priorité de l’État, au-delà de toute idéologie partisane.

How have we thought “the body”? How can we think it anew? The body of mortal creatures, the body politic, the body of letters and of laws, the “mystical body of Christ”—all these (and others) are incorporated in the word Corpus, the title and topic of Jean-Luc Nancy’s masterwork. Corpus is a work of literary force at once phenomenological, sociological, theological, and philosophical in its multiple orientations and approaches. In thirty-six brief sections, Nancy offers us at once an encyclopedia and a polemical program—reviewing classical takes on the “corpus” from Plato, Aristotle, and Saint Paul to Descartes, Hegel, Husserl, and Freud, while demonstrating that the mutations (technological, biological, and political) of our own culture have given rise to the need for a new understanding of the body. He not only tells the story of this cultural change but also explores the promise and responsibilities that such a new understanding entails. The long-awaited English translation is a bold, bravura rendering.
