Excerpt from Notes on U. S. Government and Administration The necessity that American youths should be made acquainted not only with the leading events connected with the history of their country, but also be taught something in regard to the nature and workings of the Government under which they live, is now well recognized. In the Grammy Schools (8th grades) of Washington, to meet such a want, there has been introduced a course in history of political parties and forms of central and local government in the United States. As a teacher in one of these schools, one of the authors has found himself considerably handicapped by the impossibility of obtaining a text-book covering the ground of the course prescribed, and suitable either for his own use or for use by the scholars. He has been obliged to collect information from various sources, and give it to his class largely by dictation. The only attempts which have been made to supply this want have been text-books on Civil Government, which have been merely expositions of the Constitution, and in which no effort has been made to give, what is still more important, a description of the actual workings of the machine of government, its divisions and organization. Especially here in Washington, in the very heart of government, in the midst of its practical workings, and surrounded by the great Departments, and Congress and the Supreme Court, is it important that the working features or administration of government should be known and understood. These notes are intended as an aid to teacher and scholar, and for use in a class, the members of which are already familiar with the leading events and names in United States history. They are a collection of notes on various subjects in United States history, government and administration, and give supplementary information which can be obtained only with great difficulty by most teachers, and which cannot be obtained at all by the scholars. It is intended that, after finishing the study of the first four chapters, the Constitution should be taken up and thoroughly learned, and in connection with this, chapters 5, 6, 7, 8, and 9; each chapter to be studied as that clause in the Constitution is reached which relates to the matter treated of in that chapter; thus showing the Constitutional provision and its practical working at the present time. The conventional model for explaining the uniqueness of American democracy is its division between executive, legislative, and judicial functions. It was the great contribution of Frank J. Goodnow to codify a less obvious, but no less profound element: the distinction between politics and policies, principles and operations. He showed how the United States went beyond a nation based on government by gentlemen and then one based on the spoils system brought about by the Jacksonian revolt against the Eastern Establishment, into a government that separated political officials from civil administrators. Goodnow contends that the civil service reformers persuasively argued that the separation of administration from politics, far from destroying the democratic links with the people, actually served to enhance democracy. While John Rohr, in his outstanding new introduction carefully notes loopholes in the theoretical scaffold of Goodnow's argument, he is also careful to express his appreciation of the pragmatic ground for this new sense of government as needing a partnership of the elected and the appointed. Goodnow was profoundly influenced by European currents, especially the Hegelian. As a result, the work aims at a political philosophy meant to move considerably beyond the purely pragmatic needs of government. For it was the relationships, the need for national unity in a country that was devised to account for and accommodate pluralism and diversity, that attracted Goodnow's legal background and normative impulses alike. That issues of legitimacy and power distribution were never entirely resolved by Goodnow does not alter the fact that this is perhaps the most important work, along with that of James Bryce, to emerge from this formative period to connect processes of governance with systems of democracy.

The Plum Book was first published in 1952 during the Eisenhower administration. When President Eisenhower took office, the Republican Party requested a list of government positions that President Eisenhower could fill. The next edition of the Plum Book appeared in 1960 and has since been published every four years, just after the Presidential election.
