Inuit have lived in Canada's north since time immemorial. The Canadian government's administration of Inuit affairs, however, has been generally shorter and is less well understood than the federal government's relations with First Nations and Métis. We hope to correct some of this knowledge imbalance by providing an overview of the federal government's Inuit policy and program development from first contact to 2006. Topics that are covered by this book include the 1939 Re Eskimo decision that gave Canada constitutional responsibility for Inuit, post World War II acculturation and defence projects, law and justice, sovereignty and relocations, the E-number identification system, Inuit political organizations, comprehensive claim agreements, housing, healthcare, education, economic development, self-government, the environment and urban issues. The Harper government's policies are moving our country backwards toward a vision of society, the role of government, and the nature of the federation reminiscent of the 1920s. [...] As the government tried to liberalize markets in grains, the Wheat Board Ceo was fired 14 The Harper Record and the government worked to prevent Board members from speaking out in support of the marketing board. [...] The report of the Iacobucci Commission was originally meant to be submitted the week before the 2008 election was called, but was delayed until the week after the election.9 Both the Liberals who were in power during the events in question and the Conservatives, who are in favour of the anti-terrorist agenda, were thus spared public scrutiny on these issues during the election campaign. [...] Conclusion In the 32 months that the Conservative minority government was in power between 2006 and 2008, the people of Canada faced signifi- cant challenges because of the substance of what the Harper govern- ment achieved and because of the anti-democratic way in which he went about it. This book explains why Canadians must rid themselves of interprovincial trade barriers. Canada's provinces do almost as much trade with each other as they do with the rest of the world. But trade between the provinces is harder than with foreign countries. We trouble our own house with an amazing variety of barriers: professionals and tradespeople cannot move freely and practice where they wish, regulation makes it hard for investments to flow to where they are most needed, provincial governments give contracts to local firms even though out-of-province firms can do the job at a lower cost, Ottawa pays the most generous UI to regions with the highest unemployment and thereby encourages people to stay in parts of the country with little promise. The effects of such barriers on the economy are difficult to measure, which may be the reason that little has been done about them. But Canadians cannot afford to ignore their costs. The European Community is very close to the goal of ensuring free trade among its members. Unless we unlock our potential we may fall behind other countries and communities that have recognized the importance of internal as well as external free trade.
