The 2030 Agenda, adopted by the UN General Assembly in September 2015, outlines an ambitious and universal plan of action for people, planet and prosperity as it seeks to strengthen universal peace and freedom. This report presents national and Nordic action on Agenda 2030 with the aim to inform and support the Nordic Council of Ministers in formulating a new Nordic Sustainable Development Programme. All Nordic countries are engaged and strongly committed to implementing Agenda 2030 and there is a broad societal interest in joint Nordic action. The existing Nordic Strategy for Sustainable Development and several other key initiatives within Nordic cooperation already contribute to the goals of Agenda 2030. Tourism is an important, growing industry in all the Nordic countries, but until recently, it has not had a particularly strong focus within the Nordic cooperation framework. There is increasing public, media and policy interest in the concepts of carbon footprints and the emissions associated with international trade. Many wonder if our growing consumption of imported products offsets our gains in climate policy. A variety of publications suggest that emission reductions in rich countries are offset by increased imports; i.e. our national carbon footprint is growing while our territorial emissions are getting smaller. Some refute this claim stating that the methods and data are unreliable, while others acknowledge the issue but argue it is not important for climate policy. This report aims to dispel some myths about carbon footprints and trade-adjusted emission inventories. A review of studies finds large variations between studies of the Nordic countries, but closer inspection shows that many of the variations are due to inconsistent definitions and non-comparable methods. Calculations using a consistent global model provide updated estimates for the Nordic countries in 1997, 2001, and 2004. A general observation for the Nordic countries is that the overall carbon footprint is larger than territorial based emissions, and that the difference is increasing. Further we also observe an increase in the total carbon footprint from 2001 to 2004. This stresses the need for policy makers to track the cause-effect chains between consumption and production to understand and mitigate potential carbon leakage. The study was carried out by researchers from CICERO and MiSA and was financed by the Nordic Council of Ministers.

Arctic Social Indicators II (ASI-II) is a follow-up activity to ASI-I (2010) and the first Arctic Human Development Report (AHDR, 2004). The objective of ASI (2010) was to develop a small set of Arctic specific social indicators that as a collective would help facilitate the tracking and monitoring of change in human development in the Arctic. ASI indicators were developed for six domains that are considered prominent aspects of human development in the Arctic by residents in the Arctic: Health and Population; Material Wellbeing; Education; Cultural Wellbeing; Contact with Nature; and Fate Control. The objective of the present volume of ASI is to present and discuss the findings of the work on measuring the set of recommended ASI indicators; to conduct a series of regional case studies to illustrate and test the strength and applicability of these indicators; to identify and describe data challenges for the Arctic region specifically in relation to these Arctic specific indicators and to draw conclusions about the ability of ASI to track changes in human development; and to formulate policy relevant conclusions for the long-term monitoring of Arctic human development. The core content of ASI-II is a set of five carefully selected case studies, which form the basis for drawing conclusions about the applicability of the ASI indicators and for formulating policy relevant conclusions. Case studies are performed for Sakha Republic (Yakutia); the West-Nordic Region; Northwest Territories; Inuit Regions of Alaska; and the Inuit World, with the Survey of Living Conditions in the Arctic (SLiCA) used to augment ASI. Findings on the state and changes in Arctic human development and wellbeing are presented. Based on our analysis and conclusions from the five case studies the framework for an ASI monitoring system is introduced. We argue that the long-term monitoring of human development in the Arctic would be greatly facilitated by the regular and frequent collection and reporting of relevant data, including those required for the proposed small set of ASI indicators.
