Full depth structural concrete overlays are commonly used in bridge deck repair and rehabilitation. Beneficial structural effects, such as increase in structural depth, can only be considered in the design if monolithic action of the overlaid slab can be assured beyond the flexural ultimate limit state of the bridge deck. A three phase experimental program to study the effect of different surface preparations and dowels between the "old" deck and the overlay on the overall bridge deck behavior under service loads (monotonic, cyclic, dynamic), overloads and ultimate limit state loads is presented in this report. The three test phases comprised triplet shear block tests, full scale transverse deck slab panel test (simply supported and continuous) as well as the full scale prototype testing of a 60 ft long highway bridge section (Gepford Overhead) which had been in service for 25 years prior to being repaired and tested under laboratory conditions. A summary of experimental results is presented in this report together with comparative studies and comprehensive design recommendations.

An experimental and theoretical study was conducted to define and explain the general inelastic deformational behaviour of reinforced concrete voided slabs under symmetrical and unsymmetrical cases of loading up to failure. In the experimental phase of this work, six voided reinforced concrete slabs were tested. The varying parameters for these tested slabs were the void-depth ratio and the percentage of the longitudinal and the transverse reinforcement. In the theoretical phase of the study, a nonlinear finite element analysis was conducted for reinforced concrete voided slabs. In this analysis, a layered rectangular element was developed in order to account for the varied material properties within an element. Each layer may have different properties, corresponding to its state of stress or strain, its material, or its geometry. The theoretical phase of this study, was also undertaken to test the validity of orthotropic plate theory in analyzing voided reinforced concrete slabs, especially after cracking of concrete. The results of this experimental-theoretical study were combined with other available information to formulate some recommendations concerning the design, construction, analysis and economy of this type of bridge. Transverse cracking of concrete bridge decks is problematic in numerous states. Cracking has been identified in the negative and positive moment regions of bridges and can appear shortly after opening the structure to live loads. To improve the service life of the bridge deck as well as decrease maintenance costs, changes to current construction practices in Indiana are being considered. A typical bridge deck was instrumented which incorporated the following: increased reinforcement amounts, decreasing reinforcement spacing, and high-performance, low-shrinkage concrete. The low shrinkage concrete was achieved using a ternary concrete mix. The objective of this research was to determine the performance, particularly in terms of transverse cracking and shrinkage, of a bridge incorporating design details meant to reduce cracking. Based on measurements from the bridge, it was determined that maximum tensile strains experienced in the concrete were not sufficient to initiate cracking. An on-site inspection was performed to confirm that cracking had not initiated. The data was analyzed and compared with the behavior of a similarly constructed bridge built with nearly identical reinforcing details, but with a more conventional concrete to evaluate the effect of the HPC. Based on this study, it was observed that full-depth transverse cracks did not occur in the structure and that the use of HPC lowered the magnitude of restrained shrinkage strains and resulting tensile stresses.

There is an urgent need for methods that can be used to rapidly and nondestructively determine the condition of an old concrete deck beneath an asphaltic concrete wearing course. In recognition of this need, the technique of ground-penetrating radar was investigated. In practice, microwave-frequency impulses of about 1.1 nanosecond pulse width are transmitted into an overlaid bridge deck by a radar transducer that also serves as a receiver. When these electromagnetic pulses are directed through a delaminated concrete area, there is some pulse reflection from the deteriorated concrete, (the more severe the delamination, the more pronounced the reflection), in addition to the normal reflections at the air-asphaltic concrete and asphaltic concrete portland cement concrete interfaces and the reinforcing steel. The reflected pulses are then picked up by the transducer and transformed into the audio frequency range by a time-domain sampling technique and displayed on a facsimile graphic recorder as a pulse reflection profile. Although intended for use on overlaid bridge decks, the technique was experimentally used on three non-overlaid concrete decks and two old concrete deck slabs, in addition to three overlaid decks. To obtain 'ground truths' for comparison, conventional soundings were performed on the non-overlaid decks and slabs and two of the overlaid decks after their overlayments were removed. The results showed that ground-penetrating radar can be used successfully to detect concrete delaminations in both nonoverlaid and overlaid bridge decks, since the delaminations are manifested in the recorded radar pulse reflection profiles as recognizable irregularities in the reflection bands corresponding to the top mat of the reinforcement. These irregularities, or signatures of concrete delaminations, were often in the form of depressions, but in some instances appeared as blurs or breaks in the profiles. It was also found that the radar sometimes missed small delaminated areas of about 1 ft. (0.3 m) width and less. However, this relatively small deficiency does not impair the overall effectiveness of the technique as a nondestructive inspection tool for both types of decks. The experimental procedure can be used as is to inspect decks, if lane closure is not a major concern. However, with little further experimentation, this requirement may be completely eliminated.
