Noneconomic considerations for bilateral or regional trade agreements can be notoriously difficult to measure. In the case of US-Taiwan relations, one common factor defines the two countries' security alliance: China. In this policy brief, we discuss a new metric we recently developed that uses Chinese propaganda as a gauge of noneconomic factors underlying the interest in closer bilateral trade ties between the United States and Taiwan. Our findings indicate a closer security alliance between the United States and Taiwan, shedding light on a noneconomic factor in favor of a free agreement between the two economies.

On 31 July 2003, the Senate and, on July 24, the House passed H.R.2739 (United States-Singapore Free Trade Agreement Implementation Act) which is to implement the U.S. - Singapore Free Trade Agreement (FTA). The FTA would, with a phase-in period, eliminate tariffs on all goods traded between the United States and Singapore, cover trade in services, and protect intellectual property rights. The agreement has received support from the business community and consumer organisations but has been criticised by labour and some environmental interests. Some of the specific concerns raised deal with the restrictions on penalties for unresolvable disputes over labour and environmental issues, the Integrated Sourcing Initiative, potential capital controls, temporary visas, and access for U.S. exports of chewing gum. Since Singapore is a relatively small economy, the economic effects of the U.S. - Singapore Free Trade Agreement, by themselves, are not likely to be great. free trade interests who would benefit from more liberalised trade, particularly in services, and labour or anti-globalisation interests who oppose more FTA's because of the overall impact of imports on jobs and the general effects of globalisation on income distribution, certain jobs, and the environment. Specific provisions of the agreement also have generated debate. This book discusses the problems and issues that the Free Trade Agreement has brought up.

There is no doubt that the open multilateral trading system after World War II was a key ingredient in the rapid economic development of the entire world. Especially in Hong Kong, Korea, Singapore, and Taiwan, exports increased dramatically both in absolute terms and as a percentage of GNP. In the 1980s, however, preferential trading arrangements (PTAs) began to emerge as significant factors affecting world trade. This volume contains thirteen papers that analyze the tensions between multilateral trading systems and preferential trade arrangements and the impact of these tensions on East Asia. The first four chapters introduce PTAs conceptually and focus on the unique political issues that these agreements involve. The next five essays present more direct empirical analyses of existing PTAs and their economic effects, primarily in East Asia. The last four papers concentrate on the outcomes of individual East Asian nations' trading policies in specific instances of preferential agreements.

In this book, Lung-chu Chen gives particular attention to Taiwan's status under international law, and the role of the U.S. Taiwan Relations Act (TRA) in the formulation and execution of U.S. policy toward Taiwan. This book endorses the central purpose of the Taiwan Relations Act--achieving a peaceful resolution to the Taiwan question--while offering policy alternatives that will empower Taiwan to participate more actively in the international arena. This book follows in the tradition of the New Haven School of international law. As such, it defines the common interests of the world community, which include demands for human dignity and security and the protection of human rights in accordance with bedrock norms such as the right to self-determination and the peaceful resolution of conflict. Chen proposes that in accordance with international law, historical trends, and contemporary political conditions, the people of Taiwan should ultimately determine a path to normalized statehood through a plebiscite under the supervision of the international community.
