The nineteenth session of the Executive Committee was the first under the new policy of one session a year. The High Commissioner in his opening statement made reference to the situation in Nigeria and Czechoslovakia. During the general debate, the final report notes, several representatives expressed satisfaction at the manner in which government members of the Executive Committee had been kept informed of the activities of UNHCR since the last session, and stressed the usefulness of informal meetings of Permanent Representatives of government members of the Committee such as the one which had been held in the spring of 1968. The Report on Inter-Agency Cooperation, submitted by the High Commissioner, gave an account of recent developments with regard to material assistance, human rights, the utilization of human resources and education and technical training. With regard to the particular question of rural settlement, several representatives recalled the relation between the assistance to refugees in developing countries and technical aid to those countries. The Committee considered the Note on International Protection which gave information in particular on asylum, accession to the 1951 Convention and the 1967 Protocol, protection within the context of Human Rights Year and the promotion of naturalization. The Office of the High Commissioner, after consultation with the ILO, had drawn up a questionnaire for submission to contracting states requesting information on the implementation of the most important provisions of the 1951 Convention and the 1967 Protocol. The Executive Committee expressed the hope that every effort would continue to be made by governments to apply the principles of asylum and non-refoulement. The Committee considered reports on the Resettlement of Refugees and UNHCR Current Operations. The Committee also considered a Note submitted by the High Commissioner in respect of education for refugees and an attached report on education and training of refugees in Africa prepared by Mr C. Opper, Consultant, seconded by UNESCO to the Office of the High Commissioner. The report of the High Commissioner describes action taken and cooperation with other organizations since 1966 before analysing a proposed framework of UNHCR's role in the field of educational assistance to refugees. This framework is broken down into primary education, secondary education, technical and vocational training, and higher education. The Committee considered the UNHCR Programme for 1969 totalling
