The UK's 347,000 kilometre network of sewers and 9,000 sewage treatment works fulfil the vital function of managing over 11 billion litres of waste water each day. Changing weather patterns and population growth are leading to increased volumes of waste water in some parts of the country. In coming years, there will be a need to construct new infrastructure to manage waste water. In particular, new infrastructure is needed in the River Thames area to cope with population growth and to meet the European Union's environmental requirements. But the draft National Policy Statement (NPS) on Waste Water needs radical improvement if it is to provide a valuable policy framework to guide decision-makers. The Committee criticise the draft National Policy Statement for focussing on two specific London projects, the Thames Tunnel and replacement of a sewage treatment works in North East London. They argue that it should set out a strong set of general principles for decision makers to apply to any waste water project once a specific application is made, rather than have site-specific sections. The Planning Act 2008's new regime for Nationally Significant Infrastructure (NSIPs) does not currently apply to the Thames Tunnel project-a surprising omission given that this multi-billion pound project is one of only two waste water projects likely to be of sufficient scale to come within the ambit of this NPS. The Government must rectify this urgently.

Failure to build a new fleet of nuclear power stations in the UK could make it much more expensive to meet our climate change targets and Ministers must urgently develop a back-up energy strategy. The nuclear industry has outlined plans that would deliver 16GW new nuclear power stations by 2025. Although the Government and industry have learnt some important lessons from this process, there are still a number of obstacles which could delay new build projects in the UK. The Committee supports the Government's use of "Contracts for Difference" (CfDs) to help make new nuclear power stations easier to finance, but are concerned at the lack of transparency around the price negotiations. The new contracts must provide value for money for consumers and should not be offered at a price that is higher than other low-carbon sources of energy, such as offshore wind, which is hoped to be around £100/MWh by 2020. Public attitudes have an important role to play in projects to build new nuclear power stations. The Committee is concerned that local communities might not be able to take part in planning consultations on an equal footing with the project developers. The report recommends that the Government should consider providing more support to local community groups so that they can engage better with the planning process. The Government has plans to allow local authorities hosting renewable energy projects to retain business rates. The report argues that this scheme should be extended to new nuclear projects too.

The Committee welcomes the progress made by the Ministry of Defence in getting to grips with its budget and military equipment costs. The affordability of the Department's 10-year plan for buying and supporting equipment is, however, dependent on it: continuing to control cost increases in existing equipment projects; delivering ambitious project cost savings over the next 10 years in order to balance its budget; and having the right skills in place to ensure that the assumptions made in its plans are robust and deliverable. Failure to improve the skills of Defence Equipment and Support (DEandS), which buys and maintains military equipment, will undermine the Department's efforts to improve control over its finances. The Department agrees that DEandS is over-reliant on expensive contractors and DEandS is spending a further £250 million on contractors over the next three and a half years to determine how it will address this and secure the skills needed to deliver the Equipment Plan within the assumed budget and to time. There remain risks to the success of the Department's Army 2020 programme designed to reduce the size of the regular Army and increase the number of trained Army reserves. The Department has not yet addressed the Committee's previous recommendations to develop credible contingency plans in the event that it cannot recruit the number of regular and reserve soldiers it requires. While the Department is reporting progress against its recruitment targets, it does acknowledge that targets beyond 2016 will be challenging and require significant improvements in performance.

On 20 March 2013 the House agreed changes to Standing Orders Nos. 144 and 152D that require the Members Estimate Committee to agree the Estimate for the House of Commons Members before it is laid by HM Treasury, and require the Finance and Services Committee to prepare that Estimate with the assistance of the Accounting Officer (the Clerk of the House). For the benefit of the House, this report summarises the evidence that has been considered by the Committee and sets out its provisional advice to the Commission and the Members Estimate Committee on the 2014/15 Estimates for Administration and Members respectively. This is the second year that the Committee has published such a report. On 8 November 2012 the House of Commons debated a motion to endorse the draft Administration Estimate for 2013/14, and it is the intention of the Committee to seek an opportunity for a similar debate this year
