To improve the planning mechanisms of highway maintenance and rehabilitation, many agencies have resorted to pavement management systems built as simple optimization models. These models are generally inadequate because they are too inflexible. The core of the proposed system is a general Markov decision process structure in which administrative divisions of the highway network (regions, districts) are explicitly taken into account. This basic structure is stated in an equivalent linear programming format which then allows for the addition to the model of various linear constraints. The other fundamental element of the system is a formal descriptive framework which is made up of a network language and a scenario language. This paper describes both languages, the general Markov decision process structure, and the current computer implementation of the system. Planned future developments are also outlined.

The priority assessment analysis method, as a part of a Pavement Management System, is the most appropriate one for short and medium term road network improvement planning, while the network optimization methods serve for the long term policy defining. Their optimization criteria are expressed in different terms. Both systems may represent two stages of a unique planning process - a conceptual and a detailed one. To use these systems for such purposes their results must be compatible. Optimal strategies from both investors and users points of view, obtained by the network optimisation method, were introduced into HDM - III, avoiding the Expenditure budgeting Model (EBM). All the results were translated into the same units or criteria. The predicted effects, especialy those that consider the use of available resources, were better than those obtained by the standard procedure. The relations between the users and the agency costs for different traffic categories and budgeting levels were observed. Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Optimal use of pavement maintenance and rehabilitation dollars is essential in a constrained budget environment such as now. A network-level optimization tool, which could generate the best maintenance and rehabilitation strategies for the entire pavement network, has become necessary for many highway agencies. This thesis presents the development and implementation of a network-level optimization tool within a pavement management information system for the Ohio Department of Transportation (ODOT). Future pavement condition is predicted based on historical pavement data using a Markov transition probability model. Such transition probabilities are updated automatically when new condition data become available each year. The network-level optimization tool integrates a linear programming model and the Markov transition probability model. This optimization tool is capable of (1) calculating the minimum budget required to achieve a desired level of pavement network condition, (2) maximizing the improvements of pavement network condition with a given amount of budget, and (3) determining the corresponding optimal treatment policy and budget allocations. It can be used by highway agencies as a decision support tool for network-level pavement management.

Highway agencies usually face budget uncertainty for pavement maintenance and rehabilitation activities due to limitation in resources and changes in government policies. Highway agencies perform maintenance planning for the pavement network commonly based on the nominal available budget without taking the variability of budget into consideration. The maintenance program based on deterministic budget consideration results in suboptimal maintenance decisions that impact the overall network conditions, if the budget falls short in some future year in the planning horizon. As a result, it is important for highway agencies to adopt maintenance and rehabilitation policies that are protected against the uncertainty in maintenance and rehabilitation budget. In this study a multi-period linear integer programming model is proposed with its robust counterpart considering uncertain maintenance and rehabilitation budget. The proposed model is able to provide a maintenance and rehabilitation program for the pavement network that results in minimal impact of budget variability on the network conditions. A case study was carried out for a network of ten pavement sections. The solution of the robust optimization model was compared to those with deterministic model. The results show that the robust optimization model is an attractive method that can minimize the effect of budget uncertainty on pavement conditions at the network level.
