Book Description
Network costs (which cover the transmission and distribution of gas and electricity from power stations to households and industry) are a very significant component of household and industrial energy bills. Ofgem has created a new regulatory framework (RIIO) that was designed to ensure that costs were competitive and that profits weren't excessive, but there is clear evidence that network companies are making higher profits than expected. This suggests that the targets and incentives set by Ofgem are too low, barriers to market entry are high and that Ofgem needs to monitor RIIO more effectively and to equip RIIO with stronger, corrective measures. Ofgem has not yet created the conditions for the market to thrive and provide consumers with best value for money. In the short-term, market conditions can be improved if: (i) an interim independent audit of price controls is conducted; (ii) the 40-day notification period for price changes is increased to 15 months; and (iii) stronger, corrective measures are applied to companies that have received incentive payments for reducing leakages when such reductions have not taken place.

Book Description
Addresses the public library community's need for practical cost information related to Internet connectivity and services. It is not a "how-to" manual for connecting libraries to the Internet. The value of this study rests more with the development of cost models, worksheets, and cost categories that can assist public libraries to determine an appropriate type of Internet connectivity and service provision given the library's need. This study seeks to improve the knowledge base of information, not to offer a comprehensive treatment of the topic.

Decision Making with the Analytic Network Process

Decision Making with the Analytic Network Process PDF Author: Thomas L. Saaty
Publisher: Springer Science & Business Media
ISBN: 1461472792
Category : Business & Economics
Languages : en
Pages : 333

Book Description
The Analytic Network Process (ANP), developed by Thomas Saaty in his work on multicriteria decision making, applies network structures with dependence and feedback to complex decision making. This new edition of Decision Making with the Analytic Network Process is a selection of the latest applications of ANP to economic, social and political decisions, and also to technological design. The ANP is a methodological tool that is helpful to organize knowledge and thinking, elicit judgments registered in both in memory and in feelings, quantify the judgments and derive priorities from them, and finally synthesize these diverse priorities into a single mathematically and logically justifiable overall outcome. In the process of deriving this outcome, the ANP also allows for the representation and synthesis of diverse opinions in the midst of discussion and debate. The book focuses on the application of the ANP in three different areas: economics, the social sciences and the linking of measurement with human values. Economists can use the ANP for an alternate approach for dealing with economic problems than the usual mathematical models on which economics bases its quantitative thinking. For psychologists, sociologists and political scientists, the ANP offers the methodology they have sought for some time to quantify and derive measurements for intangibles. Finally the book applies the ANP to provide people in the physical and engineering sciences with a quantitative method to link hard measurement to human values. In such a process, one is able to interpret the true meaning of measurements made on a uniform scale using a unit.

Book Description
The main objective of this report is to present electricity and gas network cost data split into three components (investments, operation & maintenance - O&M, and system service costs) for the EU27 Member States and non-EU G20 countries, for 2010, 2014 and 2018 (chapter 1). The report also provides a high-level analysis regarding the regulatory frameworks used for setting the allowed revenues of system operators for 2018 and discusses possible structural under- or over-recovery of network costs (chapter 1). Then, network cost allocation parameters to network users are assessed for the EU27 Member States for the three years of focus (chapter 1), and some specific cost allocation practices applied in non-EU27 countries are presented (chapter 0).
