The terrorist attacks of September 11, 2001 fundamentally changed our security environment. The system of strategic deterrence in place since the beginning of the Cold War visibly collapsed. Now we are trying to fashion a new strategic deterrence that relies not so much on retaliation as on prevention, either stopping the terrorists outright, deterring the sponsors, or convincing them that terror cannot succeed. To help us deal with the pressing problems of the post-September 11th world, we have three ongoing technological revolutions in sensors, information technology, and weapons. These technologies can enable us to think differently about how we organize and fight. Indeed, this is what network-centric operations are about. Their true impact derives from how they are applied. Narrowly applied, they would produce more efficient attrition, yet they clearly can do much more. The concept of effects-based operations is the key to this broader role. It enables us to apply the power of the network-centric operations to the human dimension of war and to military operations across the spectrum of conflict from peace, to crisis, to war, which a new strategic deterrence demands. The broad utility of effects-based operations grows from the fact that they are focused on actions and their links to behavior, on stimulus and response, rather than on targets and damage infliction. They are applicable not only to traditional warfare, but also to military operations short of combat. Effects-based operations are coordinated sets of actions directed at shaping the behavior of friends, foes, and neutrals in peace, crisis, and war. In brief, network-centric operations are indeed a means to an end, and effects-based operations are that end.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

As a result, most states today are perpetually at war; a war of a different kind, not against tangible elements but against bits and bytes. Terrorism is a reality today; it is a growing menace in the civilised society and is here to stay. It has taken warfare into the civilian domain. It is difficult to predict where, when and what will be struck and, therefore, not possible to keep a standing force at all vulnerable points. is has led to wars of the present being more covert, with the adversaries learning to use the strengths of the Information Technology (IT) against the proponents. This information war is split between the offensive and the defensive. e advantage more often than not lies with the attacker who can choose the time and place of the attack. e blurring of offence and defence reflects the dual nature of NCW; it tends to defy and cut across standard boundaries, jurisdictions, and distinctions between state and society, public and private, war and peace, war and crime, civilian and military, police and military, and legal and illegal. is makes it difficult, if not impossible, for a government to assign responsibility to any single agency- e.g., military, police, or intelligence-to be in charge of responding. Sharing information and massing of forces becomes critical for quick and effective action. This book will be of immense value to not only the defence community but also to all those interested in understanding the way conflicts of the present generation affect the lives of the entire population. The challenges of preserving peace and prosecuting war are historically and inherently complicated. In today's changing international security environment, however, the traditional challenges of yesterday are becoming even more complex. The old challenges are contributing to the emergence of new concepts and new technologies as nations and coalitions transform to confront and resolve the timeless challenges of peace and war. This paper identifies and summarizes various transformation initiatives that today's nations and coalitions are pursuing to meet the demands of tomorrow's strategic environment. The initiatives include such concepts as Network-Centric Warfare (NCW), Effects-Based Operations (EBO), Collaborative Information Environment (CIE), and many others. A central theme throughout is that the often diverse, unpredictable, and asymmetric nature of evolving threats will require conscious and concerted efforts by nations to cooperate and collaborate. New thinking and new technologies are dominating these initiatives. Coalitions and multinational partnerships will become more important than ever to successfully defeat worldwide and full-spectrum threats. Threats that range from transnational actors to ideological terrorist organizations, from renegade states to emerging nationalism, will present new and dangerous challenges to peace and stability. This new era will require new thoughts and new capabilities. The challenges are immense and the threats imminent. The notion of Thought Warfare and Anti-Warfare (TWAW) has been introduced in earlier work as a way of thinking about future military conflict and its avoidance. TWAW involves the dynamic interaction of allies' and adversaries' Thought Systems. Current Thought Systems involve entities capable of cognition, emotion and volition - typically (groups of) people - interacting via networks of information and data systems. This paper summarises a conceptualisation, i.e. a system of ideas, of the domain of Thought Systems. The relationship between TWAW and Network Centric Warfare (NCW) is explained: TWAW encompasses NCW. Unlike, NCW, TWAW explicitly considers the interaction of will and feeling as well as knowledge, information and data in networked systems of people and machines in both the conduct of war and in the maintenance of peace.
