Reviews the poverty measuring practices, available measures of poverty, and economic growth figures of Nepal. The poverty rates for FY 1976-77, 1984-85, and 1995-96 are found to be not comparable due to change in methodology over time. The three poverty rates average 40%. Nepal has experienced high economic growth during the 7th (1985-86 to 1989-90) and 8th (1992-93 to 1996-97) Plan periods with no strong evidences of poverty reduction. This incompatible result is partially explained by comparing growth of the agricultural sector with the role of the sector in providing employment and income generation at the household level, and by comparing social indicators particularly literacy rate with the growth of the nonagricultural sector. This volume provides a holistic overview of the long peace process in Nepal following the signing of the Comprehensive Peace Agreement (CPA) in 2006. The date of 21 November 2021 marked the 15th anniversary of the Comprehensive Peace Agreement (CPA) which concluded the decade-long civil war that had ravaged Nepal. Despite avoiding a resurgence of statewide conflict, Nepal’s post-conflict era has been far from perfect. This era has witnessed ethnic violence, rampant corruption, the politicisation of key public institutions and a failure to fully implement the provisions of the CPA. The resulting lack of socio-economic progress has led to large-scale dissatisfaction within the country and even given rise to elements within Nepal who reject the framework of the CPA and the 2015 constitution. With a focus on the years following the 2015 constitution, this book offers an analysis of post-conflict Nepal and explores issues relating to ex-combatants, transitional justice, women, socio-economic affairs, and federal governance. The contributors are all scholar-practitioners, some of whom had direct involvement in the peace process, and are therefore able to offer unique insights into the processes and challenges of Nepal’s long journey to addressing past grievances and promoting future peace in the country. There is a growing focus on gender-sensitive approaches and women’s empowerment in the water, sanitation, and hygiene sectors. At the same time, there is a lack of metrics to measure women’s empowerment in the WASH sector. Such metrics are important for understanding the types of programmatic interventions that are most needed for addressing women’s empowerment, as well as for assessing their impacts on women’s empowerment. In this report, we describe the development of a Women’s Empowerment metrics for Water, Sanitation, and Hygiene (WE-WASH). We collected data from individual women and men in 812 households in Malawi and 826 households in Nepal. Using the data, we develop 14 indicators and establish cutoff thresholds (i.e., whether the individual is empowered) in the areas of intrinsic, instrumental, and collective agency in WASH; instrumental and intrinsic agency in menstrual hygiene management; and the empowerment environment (or resources for empowerment). In each country, we observe differences in empowerment levels between women and men, that favor men on most outcomes. Notably, in both countries, we find that women are much less likely than men to contribute to WASH infrastructure decisions, and most women are spending an undue amount of time contributing to WASH-related labor. In Nepal especially, agency related to menstrual hygiene management is also a substantial area of disempowerment for women.
