Book Description
Conference participants sought to identify gaps in the data and analytic tools needed to support economic analysis as related to transportation investment and to develop research proposals designed to fill those gaps. The opening day of the conference featured presentations by economists, transportation analysts, and policy makers on the theory and practice of economic analysis and its usefulness to decision makers. The second and third days of the conference revolved around participatory workshops. Six separate working groups deliberated over three questions: (1) What is the appropriate level of investment in transportation to encourage economic health? (2) How should projects be prioritized within a multimodal transportation program? (3) How much revenue is likely to flow from user charges, tolls, and other sources? At the conclusion of its deliberations, each working group developed a list of research proposals, which it then presented to the conference as a whole.

Equity of Evolving Transportation Finance Mechanisms PDF Author:
Publisher: Transportation Research Board
ISBN: 0309167604
Category : Business & Economics
Languages : en
Pages : 196

Book Description
"As traditional sources of funding for the nation's surface transportation system fail to keep pace with demand, proposals for new sources have proliferated. New funding strategies, such as pricing the use of new and existing roads, and new institutional arrangements, such as public-private partnerships, have emerged over the past few years. As with all transportation policies, these strategies raise questions about equity. To address these concerns, the Transportation Research Board convened an expert committee to provide guidance to public officials about assessing the equity of evolving transportation finance mechanisms. The committee's findings are presented in this report. They are organized under the following chapter headings: (1) Equity and Transportation Finance; (2) How Transportation is Funded and Who Pays; (3) Equity Through Different Lenses; (4) Transportation Finance Equity: Evidence and Experience; (5) Equity and Decision Making: Experience with Road Pricing; and (6) Findings and Recommendations."--pub. desc.

Book Description
This synthesis will be of interest to transportation department administrators, financial managers, program area managers, and others who are concerned with the financing, budgeting, and funding aspects of managing the transportation infrastructure. The synthesis presents information on changes in the capital programming process instituted by DOTs in response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and to other factors that affect both policy and practice in developing and managing their capital program. This report of the Transportation Research Board describes key influences on programming, including federal, state, and local regulations, and the changes that have resulted. It also discusses programming and project selection methods used by the states, such as the criteria for setting priorities, use of management systems, tradeoff analyses, and public involvement. The key aspects of revenue forecasting and cash management as they relate to programming issues are also highlighted.
