This book offers the first sustained jurisprudential inquiry into Islamic natural law theory. It introduces readers to competing theories of Islamic natural law theory based on close readings of Islamic legal sources from as early as the 9th and 10th centuries CE. In popular debates about Islamic law, modern Muslims perpetuate an image of Islamic law as legislated by God, to whom the devout are bound to obey. Reason alone cannot obligate obedience; at most it can confirm or corroborate what is established by source texts endowed with divine authority. This book shows, however, that premodern Sunni Muslim jurists were not so resolute. Instead, they asked whether and how reason alone can be the basis for asserting the good and the bad, thereby justifying obligations and prohibitions under Shari'a. They theorized about the authority of reason amidst competing theologies of God. For premodern Sunni Muslim jurists, nature became the link between the divine will and human reason. Nature is the product of God's purposeful creation for the benefit of humanity. Since nature is created by God and thereby reflects His goodness, nature is fused with both fact and value. Consequently, as a divinely created good, nature can be investigated to reach both empirical and normative conclusions about the good and bad. They disagreed, however, whether nature's goodness is contingent upon a theology of God's justice or God's potentially contingent grace upon humanity, thus contributing to different theories of natural law. By recasting the Islamic legal tradition in terms of legal philosophy, the book sheds substantial light on an uncharted tradition of natural law theory and offers critical insights into contemporary global debates about Islamic law and reform.

Italian businessmen played a key role in both international trade and finance from the Middle Ages until the first decades of the seventeenth century. While the peak of their influence within and beyond Europe has been thoroughly examined by historians, the way in which merchants from the Italian peninsula reacted and adapted themselves to the emergence of greater commercial and financial powers is mostly overlooked. This collection, based on a vast variety of primary sources, seeks to explore the persisting presence of Florentine, Genoese and Milanese intermediaries in some key hubs of the Spanish monarchy (such as Seville, Cadiz, Madrid and Naples) as well as in eighteenth-century Lisbon. The resilience of powerless merchant nations from the Italian Peninsula in the face of increasing competition in long distance trade is deconstructed by analyzing the merchants’ relational dimension and the formal institutional resources they found in the host societies. By offering new insights into the mechanisms of circulation of men, goods and capital throughout the Iberian world, this book will contribute to better assess the polycentric nature of the Spanish monarchy and, more in general, the complex system of commercial exchanges in the age of the first globalization. The UN E-Government Survey 2008: From E-Government to Connected Governance assesses the e-government readiness of the 192 Member States of the UN according to a quantitative composite index of e-readiness based on website assessment, telecommunication infrastructure, and human resource endowment. ICTs can help reinvent government in such a way that existing institutional arrangements can be restructured and new innovative arrangements can flourish, paving the way for a transformed government. The focus of the report this year, in Part 2, is e-government initiatives directed at improving operational efficiency through the integration of back-office functions. Whilst such initiatives, if successful, will deliver benefits to citizens, the primary purpose is to improve the effectiveness of government and governmental agencies. Models of back-office integration, irrespective of the delivery mode, fall into three broad categories: single function integration, cross functional integration, and back-office to front-office integration. The level of complexity, expressed in terms of the number of functions within the scope and number of organizations involved, is the primary factor influencing a successful outcome - with a tendency amongst the more ambitious projects to fail to deliver the full anticipated benefits. The key variables involved in the delivery of back-office integration are the people, processes and technology required. Whilst the technology is increasingly resilient and 'fit for purpose', the evidence indicates that success or failure is less a technological issue and more a people issue - in particular, the ability to change public service cultures and motivate public sectorworkers to new ways of working, address trade union concerns, and provide adequately skilled and competent management
