This study examines the logic underlying Western European reactions to SDI and assesses the validity of European anxieties about missile defenses. Systematically analyzing the positions of France, Britain, and West Germany on the full spectrum of NATO defense issues, the author attempts to determine whether strategic and tactical missile defenses can in fact contribute to U.S. and Western security. In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.
