Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. This report consists of two main sections: 1) a situation analysis of Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition) and analyses of the diets of children and of current food consumption patterns relative to dietary guidelines; and 2) a special look at the cost and affordability of healthy diets in Europe and Central Asia. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region. However, the prevalence of food insecurity at moderate or severe levels can be quite high. The ongoing COVID-19 pandemic continues to add people to the ranks of the food insecure. The ECA region is making progress overall in reducing malnutrition, but it is not on track regarding childhood overweight, adult obesity, anaemia and exclusive breastfeeding. Healthy diets protect against the effects of malnutrition, in all its forms, and promote better health.This report shows that healthy diets cost, on average, five times more than diets that meet only dietary energy needs, making them unaffordable for many people throughout the region. To increase the affordability of healthy diets, the costs of nutritious foods must be lowered. This report also shows that hidden costs are much lower with healthy diets than with current consumption patterns, meaning that adopting healthy diet alternatives could lead to large cost savings.

The EU-funded project aimed to strengthen institutions and capacities for strategic decision-making, planning, regulation, quality control and management in the food and agriculture sectors, including livestock. The evaluation found that the project was well aligned with the needs and priorities of national stakeholders, with FAO’s strategic objectives and with community beneficiaries. Several strategies, assessments and policy papers were developed, pilot initiatives were started, the Ministry of Agriculture was sensitized to reform processes and its changing role in the context of a market economy. Furthermore, capacities for delivering animal health services have improved considerably and are used. The project managed to navigate across institutional changes, although it suffered from delays that impeded the complete implementation of the pilot initiatives on agrarian reform.Acknowledging FAO’s comparative advantage in assisting the initiation of agrarian reform, the evaluation makes a number of recommendations for a successful policy reform, which include continuing to work closely with all involved ministries and stakeholders at all levels, to guide and steer the process from the start through endorsement; alongside a systematic approach to capacity building and training for involved ministries.
