National income estimates date back to the late 17th century, but only in the half-century since the Second World War have economic accounts developed in their present form, becoming an indispensable tool for macroeconomic analysis, projections and policy formulation. Furthermore, it was in this period that the United Nations issued several versions of a system of national accounts (SNA) to make possible economic comparisons on a consistent basis. The latest version, SNA 1993, published in early 1994, occasioned this collection of essays and commentaries. The three chief objectives of the volume are: to enhance understanding of socioeconomic accounts generally and of SNA 1993 in particular; to offer a critique of SNA 1993, including constructive suggestions for future revisions of the system, making it even more useful for its national and international purposes; and to serve as a textbook, or book of readings in conjunction with SNA 1993, for courses in economic accounts.

This paper elaborates specific statistical techniques and their underlying assumptions for calculating changes in inventories and holding gains when only data on stocks of inventories are available. Several data situations are considered. The authors propose methods for measuring changes in inventories that meet the 1993 SNA principles. The 1993 SNA represents a major advance in national accounting. While updating and clarifying the 1968 SNA, the 1993 SNA provides the basis for improving compilation of national accounts statistics, promoting integration of economic and related statistics, and enhancing analysis of economic developments. The 1993 SNA deals more clearly with relationships between economic flows (such as production, income, savings, accumulation, and financing) and links between these flows and stocks. At the same time the 1993 SNA reflects the many significant developments that have taken place in financial markets and completes the integration of balance sheets into the system. The 1993 SNA also suggests how satellite accounts (e.g. environmental accounts) and alternative classifications (e.g., through social accounting matrices) an be used to augment the central framework of the system.

This book looks at some key economic aspects of the environment. Our planet is threatened by a wrong belief in a wrongly formulated growth. The term “economic growth” can only mean an increase in welfare but is often wrongly identified with production growth that may be destructive to the environment. The figure of standard national income (NI) or Gross Domestic Product (GDP) is useful for many purposes but inadequate for environmental policy making. This book develops the concept of an environmentally Sustainable National Income (eSNI). eSNI is defined as the maximally attainable level of production, using the technology of the year under review, whereby the vital environmental functions (possible uses) of the not-human-made physical surroundings remain available for future generations. Judgement of environmental sustainability requires that both NI and eSNI are looked at jointly, alongside each other. The distance eΔ = NI – eSNI provides the relevant information about environmental sustainability. Calculations for the Netherlands for 1990-2015 provide a proof of concept. National statistical bureaus around the world are advised to provide this information for their own countries, so that policy making around the world can use sound information about the national economies and the global environment. Dr Roefie Hueting (1929) is an economist and was head of the department of environmental statistics at CBS Statistics Netherlands. Ir Bart de Boer (1947) is an electrotechnical engineer who applied systems analysis to environmental issues and sustainability.

Conventional measures of national income and product and its components have proved enormously useful as indexes of economic activity and as the empirical foundations of much of macroeconomic analysis. Robert Eisner's The Total Incomes System of Accounts (TISA) brings critical new dimensions to those measures. It offers systematic extensions and expansions in an effort to count all of the output that goes into economic well-being, now and in the future. Eisner counts nonmarket as well as market production, including vast amounts of services produced by housewives and others in the home, capital formation by government and households as well as business, human and intangible capital invested in education, R&D, and health care, as well as tangible capital. In this landmark work, the culmination of 30 years of systematic, comprehensive comparison of 19 rich democracies, Wilensky answers two basic questions: (1) What is distinctly modern about modern societies--in what ways are they becoming alike? (2) How do variations in types of political economy shape system performance?
