In 1971, the JMCIR presented a brief to the Special Joint Committee of the Senate and the House of Commons on the Constitution. [...] The Trudeau government tried - unsuccessfully - to marry the municipalities' concept of "tripartitism" (although not enshrining it in the Constitution) with the "pragmatism" of the historical links between the federal and municipal governments. Canada’s largest cities have faced exponential growth, with the trajectory rising further still. Due to their high density, cities are the primary sites for opportunities in economic prosperity, green innovation, and cultural activity, and also for critical challenges in homelessness and extreme poverty, air pollution, Indigenous-municipal relationship-building, racial injustice, and transportation gridlock.
