De la Conferencia Mundial de la Mujer, en 1995, en Pekin se derivo un intento por efectuar un balance sobre la situacion de la mujer a nivel nacional. El grupo de trabajo se constituyo con representantes de diversos organismos: El Colegio de Mexico, el Centro de Estudios Sociologicos, el Consejo Nacional de Poblacion, el Centro de Investigaciones y Estudios superiores de Antropologia Social, entre otros. Anteriormente era comun que se emplearan los mismos marcos e instrumentos de analisis para hombre y mujeres sin considerar la diferenciacion social entre ellos.
