Throughout the Cold War, people worldwide feared that the U.S. and Soviet governments could not prevent a nuclear showdown. Citizens from both East-bloc and Western countries, among them prominent scientists and physicians, formed networks to promote ideas and policies that would lessen this danger. Two of their organizations—the Pugwash movement and the International Physicians for the Prevention of Nuclear War—won Nobel Peace Prizes. Still, many observers believe that their influence was negligible and that the Reagan administration deserves sole credit for ending the Cold War. The first book to explore the impact these activists had on the Soviet side of the Iron Curtain, Unarmed Forces demonstrates the importance of their efforts on behalf of arms control and disarmament.Matthew Evangelista examines the work of transnational peace movements throughout the Khrushchev, Brezhnev, and Gorbachev eras and into the first years of Boris Yeltsin's leadership. Drawing on extensive research in Russian archives and on interviews with Russian and Western activists and policymakers, he investigates the sources of Soviet policy on nuclear testing, strategic defense, and conventional forces. Evangelista concludes that transnational actors at times played a crucial role in influencing Soviet policy—specifically in encouraging moderate as opposed to hard-line responses—for they supplied both information and ideas to that closed society. Evangelista's findings challenge widely accepted views about the peaceful resolution of the Cold War. Over the last two decades, public diplomacy has become a central area of research within Cold War studies. Yet, this field has been dominated by studies of the United States' soft power practices. However, the so-called 'cultural dimension' of the Cold war was a much more multifaceted phenomenon. Little attention has been paid to European actors' efforts to safeguard a wide range of strategic and political interests by seducing foreign publics. This book includes a series of works which examine the soft power techniques used by various European players to create a climate of public opinion overseas which favored their interests in the Cold war context. This is a relevant book for three reasons. First, it contains a wide variety of case studies, including Western and Eastern, democratic and authoritarian, and core and peripheral European countries. There is a long tradition of opposition to war and organized peace campaigns date from 1815. Since 1945, however, modern weapons technology has threatened world wide destruction and has stimulated widespread protests. This book sketches in the background of thinking about peace and resistance to war before 1945, and then examines how public opposition to nuclear weapons and testing grew in the 1950s and early 1960s. Later chapters cover the major ressurgence of nuclear disarmament campaigns in the 1980s. The book also looks at how peace protest has spread from its origins in North America and North West Europe to embrace many parts of the world; opposition to nuclear testing has indeed been particularly strong in Japan, Australia, New Zealand and the Pacific islands. The period 1945 to 1990 was dominated by the Cold War between the USA and USSR, and the role of the Soviet-sponsored World Peace Council caused difficulties for indeptendent peace groups in the West. During the 1980s the emergence of autonomous peace activity in a number of East European countries, and even on a very small scale in the USSR itself, transformed the possibilities for East-West co-operation between citizens to urge disarmament and political change. A chapter examines these developments. Opposition to all forms of militarism has spread in the last 30 years. This book charts the struggles to extend the right to conscientious objection to military service, and draft resistance to particular wars - for example in Southern Africa and Israel. It also looks in some detail at the growing opposition to the war in the Vietnam. The recent protests against the Gulf War are surveyed briefly in an epilogue.
