Montesquieu is rightly famous as a tireless critic of despotism, which he associates in his writings overtly with Asia and the Middle East and not with the apparently more moderate Western models of governance found throughout Europe. However, a careful reading of Montesquieu reveals that he recognizes a susceptibility to despotic practices in the West—and that the threat emanates not from the East, but from certain despotic ideas that inform such Western institutions as the French monarchy and the Roman Catholic Church. Nowhere is Montesquieu’s critique of the despotic ideas of Europe more powerful than in his enormously influential The Spirit of the Laws, and Vickie B. Sullivan guides readers through Montesquieu’s sometimes veiled, yet sharply critical accounts of Machiavelli, Hobbes, Aristotle, and Plato, as well as various Christian thinkers. He finds deleterious consequences, for example, in brutal Machiavellianism, in Hobbes’s justifications for the rule of one, in Plato’s reasoning that denied slaves the right of natural defense, and in the Christian teachings that equated heresy with treason and informed the Inquisition. We fear that the growing threat of violent attack has upset the balance between existential concepts of political power, which emphasize security, and traditional notions of constitutional limits meant to protect civil liberties. We worry that constitutional states cannot, during a time of war, terror, and extreme crisis, maintain legality and preserve civil rights and freedoms. David Williams Bates allays these concerns by revisiting the theoretical origins of the modern constitutional state, which, he argues, recognized and made room for tensions among law, war, and the social order. We traditionally associate the Enlightenment with the taming of absolutist sovereign power through the establishment of a legal state based on the rights of individuals. In his critical rereading, Bates shows instead that Enlightenment thinkers conceived of political autonomy in a systematic, theoretical way. Focusing on the nature of foundational violence, war, and existential crises, eighteenth-century thinkers understood law and constitutional order not as constraints on political power but as the logical implication of that primordial force. Returning to the origin stories that informed the beginnings of political community, Bates reclaims the idea of law, warfare, and the social order as intertwining elements subject to complex historical development. Persian Letters is a satirical work by Charles de Secondat, baron de Montesquieu, recounting the experiences of two Persian noblemen, Usbek and Rica, who are traveling through France. In 1711 Usbek leaves his seraglio in Isfahan to undertake the long journey to France, accompanied by his young friend Rica. He leaves behind five wives (Zachi, Zéphis, Fatmé, Zélis, and Roxane) in the care of a number of black eunuchs, one of whom is the head or first eunuch. During the trip and their long stay in Paris (1712-1720), they comment, in letters exchanged with friends and mullahs, on numerous aspects of Western, Christian society, particularly French politics and mores, ending with a biting satire of the System of John Law. Over time, various disorders surface back in the seraglio, and beginning in 1717 (Letter 139 [147]), the situation there rapidly unravels. Usbek orders his head eunuch to crack down, but his message does not arrive in time and a revolt brings about the death of his wives, including the vengeful suicide of his favorite, Roxane, and, it appears, most of the eunuchs... Previous studies have covered in great detail how the modern state slowly emerged from the early Renaissance through the seventeenth century, but we know relatively little about the next great act: the birth and transformation of the modern democratic state. And in an era where our democratic institutions are rife with conflict, it’s more important now than ever to understand how our institutions came into being. Stephen W. Sawyer’s Demos Assembled provides us with a fresh, transatlantic understanding of that political order’s genesis. While the French influence on American political development is well understood, Sawyer sheds new light on the subsequent reciprocal influence that American thinkers and politicians had on the establishment of post-revolutionary regimes in France. He argues that the emergence of the stable Third Republic (1870–1940), which is typically said to have been driven by idiosyncratic internal factors, was in fact a deeply transnational, dynamic phenomenon. China in Early Enlightenment Political Thought examines the ideas of China in the works of three major thinkers in the early European Enlightenment of the late seventeenth to early eighteenth centuries: Pierre Bayle, Gottfried Wilhelm Leibniz, and the Baron de Montesquieu. Unlike surveys which provide only cursory overviews of Enlightenment views of China, or individual studies of each thinker which tend to address their conceptions of China in individual chapters, this is the first book to provide in-depth comparative analyses of these seminal Enlightenment thinkers that specifically link their views on China to their political concerns. Against the backdrop especially of the Jesuit accounts of China which these philosophers read, Bayle, Leibniz, and Montesquieu interpreted imperial China in three radically divergent ways: as a tolerant, atheistic monarchy; as an exemplar of human and divine justice; and as an exceptional but nonetheless corrupt despotic state. The book thus shows how the development of political thought in the early Enlightenment was closely linked to the question of China as a positive or negative model for Europe, and argues that revisiting Bayle’s approach to China is a salutary corrective to the errors and presumptions in the thought of Leibniz and Montesquieu. The book also discusses how Chinese reformers of the late nineteenth and early twentieth centuries drew on Enlightenment writers’ different views of China as they sought to envisage how China should be remodeled.
