This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Space has been reintroduced as an analytical category to the humanities and social sciences in the early 1990s. African Studies is one of the fields of knowledge production where the so-called spatial turn has proved to be extremely fruitful. The continent provides ample evidence for complex processes of deterritorialisation (migration, globalisation, sub-nationalisms) and reterritorialisation (new regionalisms, processes of bordering, etc.). This book investigates civil society regionalization in Southern Africa. The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.

On 3 and 4 September 2007, the Institute for Global Dialogue (IGD) and the Friedrich Ebert-Stiftung (FES) jointly hosted the fourth Southern African Forum on Trade (SAFT) on the theme of 'Revisiting regionalism in Southern Africa.' Like its predecessors, the fourth SAFT provided a platform for critical debate and reflection on trade-related matters, bringing together from the region academics, activists, policy-makers, and senior officials working in the field. This latest meeting of the SAFT was aimed at revisiting the approach to regional economic integration adopted by the Southern African Development Community (SADC) from both a normative and an empirical perspective. One objective was to provide a basis from which to assess the current trajectory of regional integration and co-operation in SADC beyond the milestones for deeper integration set by SADC itself. This was done by taking a step back, and having a fresh look at different models of regionalism with regard to their respective potential in meeting the socio-economic and political development challenges of Southern Africa.
