This study shows that public -private partnerships (PPP) can be a suitable tool for carrying our spatial development measures. They are not however as substitute for efficient administration at local and regional levels. The purpose of this study is to underpin the Guiding Principles for Sustainable Spatial Development of the European Continent, which were adopted at the 12th session of the European Conference of Ministers responsible for Regional Planning of the Council of Europe member States (CEMAT), held in Hanover in September 2000.

In the context of the huge infrastructure needs of the countries in Central and Eastern Europe (CEE) and permanent calls for increased infrastructure investments by public parties, this thesis develops four hypotheses to empirically examine which barriers hinder the investment flows of private institutional investors in infrastructure assets in the region. The empirical results reveal that an unstable regulatory environment characterised by the danger of despotic interventions by governments, a lack of reliable governance measures to control indirect investments as well as the non-availability of suitable investment vehicles arising from rather poor risk/return characteristics and high fees all hinder private institutional investors in allocating capital to infrastructure assets in the CEE region. Based on these findings, suggestions for how the identified barriers could be tackled are outlined.
