Over the past decades, many different kinds of models have been developed that have been of use to policy makers, but until now the different approaches have not been brought together with a view to enhancing the systematic unification and evaluation of these models. This new volume aims to fill this gap by bringing together four decades' worth of work by S. I. Cohen on economic modelling for policy making. Work on older models has been rewritten and brought fully up to date, and these older models have therefore been brought back to the fore, both to assess how they influenced more recent models and to see how they could be used today. The focus of the book is on models for development policies in developing economies, but there are some chapters that relate to economic policies in transition and developed economies. The policy areas covered are of typical interest in developing and transition economies. They include those relating to trade liberalization reforms, sustainable development, industrial development, agrarian reform, growth and distribution, human resource development and education, public goods and income transfers. Each chapter contains a brief assessment of the empirical literature on the economic effects of the policy measures discussed in the chapter. The book presents a platform of economic modelling that can serve as a refresher for practising professionals, as well as a reference companion for graduates engaging in economic modelling and policy preparations.

Many economic models exist to estimate the cost and effectiveness of different policies for reducing greenhouse gas (GHG) emissions. Some approaches incorporate rich technological detail, others emphasize the aggregate behavior of the economy and energy system, and some focus on impacts for specific sectors. Understandably, different approaches may be better positioned to provide particular types of information and may yield differing results, at times rendering decisions on future climate change emissions and research and development (R&D) policy difficult. Reliable estimates of the costs and benefits to the U.S. economy for various emissions reduction and adaptation strategies are critical to federal climate change R&D portfolio planning and investment decisions. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop to consider these issues. The workshop, summarized in this volume, comprised three dimensions: policy, analysis, and economics. Discussions along these dimensions were meant to lead to constructive identification of gaps and opportunities. The workshop focused on (1) policymakers' informational needs; (2) models and other analytic approaches to meet these needs; (3) important economic considerations, including equity and discounting; and (4) opportunities to enhance analytical capabilities and better inform policy.

In a work with significant implications for present-day economic reform in the Soviet Union, Paul Gregory examines Russian and Soviet economic history prior to the installation of the administrative command system. By drawing on basic economic statistics from 1861 to the 1930s, Gregory's revisionist account debunks a number of myths promulgated by historians in both the East and the West. He demonstrates that the Russian economy under the tsars performed much better than has previously been supposed; the Russian economy and its financial institutions were integrated into the world economy, allowing Russia to attract significant foreign capital. Furthermore, he shows that Stalin's justifications for the abandonment of the New Economic Policy in the late 1920s were incorrect: the so-called crises of NEP were either fabricated or the result of misguided economic thinking. Before Command is the culmination of the author's lifelong study of the economic history of Russia and the Soviet Union. In convincing detail it describes little-known Russian and Soviet successes with market capitalism, while it also shows the problems inherent in a mixed system, such as the NEP, which seeks to combine very strong elements of command with market resource allocation. The centrally planned economies (CPEs) of the Soviet Union and Eastern Europe have experienced severe imbalances in domestic and external markets over the past several decades. As a result, they have been chronically afflicted by problems such as excess demand, repressed inflation, deficits of commodities, queues, waiting lists, and forced savings. Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Inevitably, the new research has also generated controversies both between and within the schools of shortage and disequilibrium modelling, concerning the fundamental nature of the socialist economy, theoretical concepts and definitions, the specification of models, estimation techniques, interpretation of empirical findings, and policy recommend ations. Furthermore, the research effort has been energetic but incomplete, so many gaps exist in the field.
