Book Description
"The third edition Traveler Response to Transportation System Changes Handbook provides comprehensive information on travel demand effects of alternative urban transportation policies, operating approaches and systems, and built environment options, by building upon, expanding, and selectively replacing the earlier editions to provide a contemporary assessment of the experience and insights gained from the application and analysis of various system changes and alternatives. The focus is on aiding transportation, transit, and land use planners in their conduct of travel demand and related analyses, and to inform elected officials, administrators, operators, designers, and the general public as well. The Traveler Response to Transportation System Changes Handbook consists of the Chapter 1 introductory materials and 15 stand-alone published topic area chapters. Each topic area chapter provides traveler response findings including supportive information and interpretation, and also includes case studies and a bibliography consisting of the references utilized as sources. Please note that Chapters 4, 7, and 8 have been deferred for a future TCRP project effort. The Handbook findings derive primarily from reported results and analyses of real-world transportation system and policy applications and trials. Experimental or quasi-experimental empirical data have been the information source of choice. Other empirical data derivations and simple accounts of outcomes have been employed as necessary. Forecasts and other estimates derived from travel demand model applications and similar techniques have been used, but on a very selective basis; mostly for augmenting the empirical data where gaps exist, and for providing additional insights and context. TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. "These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries.
