This is the second volume of papers written for the Gomery Commission research program, which at its most general level examined how Parliament relates to the federal government & public servants, and vice versa; how best to promote transparency in government; and the role of key political & administrative actors in government. The first paper presents the constitutional argument for bureaucratic independence and its implication for public service accountability. Paper two recommends adoption of both a Charter of Public Service values and disclosure legislation as integral parts of the federal government's accountability regime, and examines the Charter & disclosure ideas within a comparative context that focusses on Australia, New Zealand, and the United Kingdom. The third paper discusses challenges in administration of the Access to Information Act, the application of this legislation to bodies working for or with government, and possible areas of legislative & administrative reform. The fourth paper addresses the application & effectiveness of the Lobbyists Registration Act and suggests ways to mitigate its weaknesses.
