By lowering the cost of trade between the country of residence and the country of birth, migrants appear to reduce trade with other countries, so that the overall effect on aggregate trade is small.The effects of migrants on foreign direct investment appear to be different. Bilateral investment patterns show that migrants increase investment between their country of residence and country of birth, but there is no strong evidence that this is accompanied by a reduction of the stock of investment in other countries.

Migration presents a stark policy dilemma. Research repeatedly confirms that migrants, their families back home, and the countries that welcome them experience large economic and social gains. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. This paper reviews the major types of international migration and recent global and regional trends in population movements, as well as conceptual issues and recent trends in the volume of remittance flows. The paper further considers the extent to which trade, aid and development can be expected to stem future migration flows, the role of international migration in trade in services, and implications for future research. Migration flows are heavily concentrated in a few world regions and are increasingly volatile and unpredictable, with political as well as economic causes and consequences. While there is general consensus that flows of capital and goods should be free, there is no such agreement on the movement of people. Little is known about the extent to which national policies toward in-migration impede trade in services; a survey of firms across selected industries might shed light on this issue. There is also little documentation of the economic and trade consequences in countries with policies to train workers for international export. The adoption of measures to address the potential for migration from Central and Eastern Europe offer new opportunities to understand interactions amongst migration, trade, aid, investment, and development, as do the "turnaround cases" (e.g. italy, Spain, Portugal) of countries that have shifted or are shifting from areas of emigration to ones of immigration.

Part of the rationale for the North American Free Trade Agreement (NAFTA) was that it would increase trade and foreign direct investment (FDI) flows, creating jobs and reducing migration to the United States. Since poor data on illegal flows to the United States make direct measurement difficult, Aroca and Maloney instead evaluate the mechanism behind these predictions using data on migration within Mexico where the census data permit careful analysis. They offer the first specifications for migration within Mexico, incorporating measures of cost of living, amenities, and networks. Contrary to much of the literature, labor market variables enter very significantly and as predicted once the authors control for possible credit constraint effects. Greater exposure to FDI and trade deters out-migration with the effects working partly through the labor market. Finally, the authors generate some tentative inferences about the impact on increased FDI on Mexico-U.S. migration. On average, a doubling of FDI inflows leads to a 1.5-2 percent fall in migration.

Trade, investment and migration are strongly intertwined, being three key factors in international production. Yet, law and regulation of the three has remained highly fragmented. Trade is regulated by the WTO on the multilateral level, and through preferential trade agreements on the regional and bilateral levels - it is fragmented and complex in its own right. Investment, on the other hand, is mainly regulated through bilateral investment treaties with no strong links to the regulation of trade or migration. And, finally, migration is regulated by a web of different international, regional and bilateral agreements which focus on a variety of different aspects of migration ranging from humanitarian to economic. The problems of institutional fragmentation in international law are well-known. There is no organizational forum for coherent strategy-making on the multilateral level covering all three areas. Normative regulations may thus contradict each other. Trade regulation may bring about liberalization of access for service providers, but eventually faces problems in recruiting the best people from abroad. Investors may withdraw investment without being liable and responsible for disruptions to labour and to the livelihood and infrastructure of towns and communes affected by disinvestment. Finally, migration policies do not seem to create a significant impact as long as trade policies and investment policies are not working in a way that is conducive to reducing migration pressure, as trade and investment are simply more powerful on the regulatory level than migration.This paper addresses the question as to how fragmentation of the three fields could be remedied and greater coherence between these three areas of factor allocation in international economic relations and law could be achieved. It shows that migration regulation on the international level is lagging behind that of trade and investment. Stronger coordination and consideration of migration in trade and investment policy, and stronger international cooperation in migration, will provide the foundations for a coherent international architecture in the field.
