Excerpt from Message of the Governor of Maryland to the General Assembly: In Extra Session, 1861 The extraordinary condition of affairs in Maryland has induced me to exercise the constitutional prerogative vested in the Governor to summon the Legislature in special session, in the hope that your wisdom may enable you to devise prompt and effective means to restore peace and safety to our State. I shall detail briefly the startling events which have induced me to summon you together, and which have so suddenly placed us in the state of anarchy, confusion and danger from which I sincerely trust you may be able to extricate us. Believing it to he the design of the Administration to pass over our soil troops for the defence of the City of Washington, and fearing that the passage of such troops would excite our people and provoke collision, I labored earnestly to induce the President to forego his purpose. I waited upon him in person and urged the importance of my request. I subsequently communicated with him and his cabinet by special despatches, entreating an abandonment of their designs. Crothers, Governor of Maryland: To the General Assembly of Maryland, at Its Regular Session, January, 1912 When it is remembered that with the last three years there has been issued of Road bonds, of Road and Bridge bonds, of Insane Hospital bonds, of Tuberculosis Sanitorium bonds, making in the aggregate and the net State indebtedness as shown above of or but little more than half the amount of the recent bond issue as above stated, shows a most gratifying condition of the finances of the State. But this splendid condition must not be permitted to induce us to be more extravagant in our expenditures, but rather to suggest increased and more rigid economy, because it is only by the practice of economy in the different Depart ments of the State Government that such a financial condi tion could be secured and the additional burdens on the State Treasury in the future, to which I shall refer later, more in detail, would in itself make such a policy necessary.
