Running on empty

Running on empty PDF Author: Lucas, Karen
Publisher: Policy Press
ISBN: 184742600X
Category : Political Science
Languages : en
Pages : 321

Book Description
Running on empty argues that past failure to address fundamental inequalities in the ability of low-income households to access adequate transport has undermined effective delivery of welfare policies in the US and UK; describes the new policies and initiatives being developed to address this oversight; outlines the case for including transport as an area of social policy inquiry, identifying key factors and uses case study examples of practical initiatives from both sides of the Atlantic to draw lessons for future policy and practice. The book is aimed at students, researchers, policy makers and practitioners with an interest in understanding the social effects of transport policy. The comparison between US and UK policy and practice adds an important new dimension to those familiar with the subject, while its easy-to-read format and well-illustrated case study examples make it an ideal first text for newcomers to the field.

Making Tracks

Making Tracks PDF Author: Iain Docherty
Publisher: Routledge
ISBN: 0429834640
Category : Social Science
Languages : en
Pages : 328

Book Description
First published in 1999, this book contains case studies of rail transport policy-making in two UK Passenger Transport Authority areas and reviews the factors informing such policy-making. It contributes to transport geography by explaining why the actual policies implemented in Starthclyde and Merseyside were pursued, and to the continuing development of the political science theory of ‘the urban policy regime’ by analysing the differences in policy development attributable to the different ‘city-regional’ (Strathclyde) and ‘public choice’ (Merseyside) geographical structures of local governance. The book demonstrates that these differences in the spatial organisation of local institutions play a powerful role in determining the operation of the local ‘regime’ of policy-makers, the form of final policy outputs, and the level of public accountability achieved.

Bus Services Across the UK

Bus Services Across the UK PDF Author: Great Britain: Parliament: House of Commons: Transport Committee
Publisher: The Stationery Office
ISBN: 0215030923
Category : Business & Economics
Languages : en
Pages : 193

Book Description
Buses are a key local service, but usage has been in decline since the 1950s. The Transport Act 1985 introduced deregulation, but that has failed to reverse that decline. The report examines the particular problems local authorities face in developing and implementing effective bus strategies. It is clear to the Committee that, for many areas, including all major metropolitan areas outside London, the current regime is not working. The Committee recommends more flexibility, and is particularly attracted by Quality Contracts. These would replace open competition with a licensed regime. Operators bid for exclusive rights to run bus services on a route or group of routes, on the basis of a local authority service specification. Independent Traffic Commissioners are another development that the Committee welcomes, and would like to see them have a higher profile and more resources and powers, especially to enforce Quality Contracts and penalise operators who do not meet their obligations. Others areas covered in the report are: securing socially necessary services outside the PTAs; congestion and bus priority; concessionary fares; and the image of the bus.
