The Government and authorities in Brazil were faced with a tragic accident in Goiânia resulting from the misuse of a strongly radioactive medical teletherapy source not under radiation protection surveillance. These are structured processes which assist decision-makers when faced with high impact, complex decisions involving multiple objectives and the presence of uncertainty. They aim to ensure that decisions between competing alternatives are taken with an awareness of the risks associated with each option, and that all attributes of a decision are considered in an integrated manner. Motivations for the use of these techniques as a complement to more traditional deterministic approaches to risk assessment are provided. The understanding that some pesticides are more hazardous than others is well established. Recognition of this is reflected by the World Health Organization (WHO) Recommended Classification of Pesticides by Hazard, which was first published in 1975. The document classifies pesticides in one of five hazard classes according to their acute toxicity. In 2002, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) was introduced, which in addition to acute toxicity also provides classification of chemicals according to their chronic health hazards and environmental hazards.
