In November 1991 the EC acceded as a member of the FAO. On January 1, 1995 the EC became an original member to the WTO. This study deals with the interaction of two legal systems, namely between the legal system of the Community and that of other IOs. The more powers the Community gains, the more important it becomes to enable the Community to exercise these powers within the framework of relevant IOs. In particular, where the subject concerned comes under the Community's exclusive competence, the Member States have transferred their powers to the Community and thus the competent actor is the Community itself. The subject of participation by the Community in other IOs is not as yet well regulated either under Community law or under international institutional law. Furthermore, it has not been extensively treated in the literature to date. Hence, this study offers a theoretical analysis of the subject as well as an examination of daily practice in three case-studies on the relations of the EC with the FAO, the ILO and Fisheries Organizations, in particular the NAFO.

This slim volume hits hard at one major point: public relations practitoners need to abandon their dominant attitude of narrowly serving the needs of their clients and instead attempt to engender a broad-based sense of community. In Part I, they examine critically the historical definition and practice of public relations, outlining the shortcomings of this narrow approach. Part II explores how the community itself has changed. Such issues as the shift from rural to urban life and the attempt to regain a sense of community are discussed. Part III attempts to reconcile the authors' new notion of public relations and community through an in-depth case-study. The results lead the authors to conclude that only if public relations is practiced as an active attempt to build a sense of community can it become a full partner in the communications milieu.

The focus of this study is the C.O.P.S./Metro Alliance organization, a grassroots community organization operating in the San Antonio area. The third category is the relationship building used to create interpersonal and inter-organizational Alliances. A theme that is threaded throughout the three emergent themes is power. Power serves as a goal of the organization and its actions. Power is used as a tool to empower members and the organization, and it is also used as a weapon with which to attack common enemies. These themes emerge from the practices of the organization and the culture that it creates for members through empowerment and meaning making. This research explores the inner workings of civic engagement and grassroots community organizing efforts.
