There is widespread discussion in OECD (Organisation for Economic Cooperation and Development) countries regarding the need to improve educational quality. Education is not an assembly-line process of mechanically increasing inputs and raising productivity. Educational quality concerns raise fundamental questions about societal aims, the nature of participatory decision-making at all levels, and the school's purpose as an institution. Reasons for the current interest in quality encompass reactions to the era of growth in the 1960s and early 1970s; disappointment with recent structural reforms; changing economic imperatives and workplace realities; and a revival of interest in the social value of schooling. This report clarifies the quality issue by addressing four broad, overlapping questions concerned with: (1) aims and objectives; (2) the changing terms of educational debate; (3) quality and equality considerations; and (4) the standards question. Key areas in the pursuit of educational quality include a common core curriculum; issues related to assessment, evaluation, and monitoring; teacher competence and commitment; school organization and scheduling; and physical and financial resources available to schools. Ten characteristics exerting a powerful influence over positive school outcomes are summarized, along with eight critical functions that should be exercised by education authorities. (MLH)
