Agricultural Productivity: Measurement and Sources of Growth addresses measurement issues and techniques in agricultural productivity analysis, applying those techniques to recently published data sets for American agriculture. The data sets are used to estimate and explain state level productivity and efficiency differences, and to test different approaches to productivity measurement. The rise in agricultural productivity is the single most important source of economic growth in the U.S. farm sector, and the rate of productivity growth is estimated to be higher in agriculture than in the non-farm sector. It is important to understand productivity sources and to measure its growth properly, including the effects of environmental externalities. Both the methods and the data can be accessed by economists at the state level to conduct analyses for their own states. In a sense, although not explicitly, the book provides a guide to using the productivity data available on the website of the U.S. Department of Agriculture/Economic Research Service. It should be of interest to a broad spectrum of professionals in academia, the government, and the private sector.

The noted economist Yair Mundlak presents here a theory of the growth of the agricultural sector within the context of a growing economy. He explores the various aspects of the dynamics of agriculture and their relationship to the dynamics of the economy at large, offering a unique blend of theory, methodology, and empirical analysis. The rate of agricultural growth has varied across countries and over time, even though the main innovations in agricultural technology have been made available to all countries. Consequently, the difference in performance is due to the use made of the available technology. Mundlak treats the implementation of technology as an economic decision similar to decisions about resource supply and allocation. The development of agriculture, like that of other sectors, is determined to a large degree by the economic environment, especially public policies. This framework permits the author to evaluate the effects of policies on growth by examining their effects on sectoral incentives. Mundlak shows that neutral macroeconomic policies may have a stronger effect on sectoral growth than sector-specific policies. America's farms and farmers are integral to the U.S. economy and, more broadly, to the nation's social and cultural fabric. A healthy agricultural sector helps ensure a safe and reliable food supply, improves energy security, and contributes to employment and economic development, traditionally in small towns and rural areas where farming serves as a nexus for related sectors from farm machinery manufacturing to food processing. The agricultural sector also plays a role in the nation's overall economic growth by providing crucial raw inputs for the production of a wide range of goods and services, including many that generate substantial export value. If the agricultural sector is to be accurately understood and the policies that affect its functioning are to remain well informed, the statistical system's data collection programs must be periodically revisited to ensure they are keeping up with current realities. This report reviews current information and makes recommendations to the U.S. Department of Agriculture's (USDA's) National Agricultural Statistics Service (NASS) and Economic Research Service (ERS) to help identify effective methods for collecting data and reporting information about American agriculture, given increased complexity and other changes in farm business structure in recent decades.

U.S. agricultural output more than doubled between 1948 and 2011, with growth averaging 1.49 percent per year. With little growth in total measured use of agricultural inputs, the extraordinary performance of the U.S. farm sector was driven mainly by increases in total factor productivity (TFP--measured as output per unit of aggregate input). Over the last six decades, the mix of agricultural inputs used shifted significantly, with increased use of intermediate goods (e.g., fertilizer and pesticides) and less use of labor and land. The output mix changed as well, with crop production growing faster than livestock production. Based on econometric analysis of updated (1948-2011) TFP data, this study finds no statistical evidence that longrun U.S. agricultural productivity has slowed over time. Model-based projections show that in the future, slow growth in research and development investments may have only minor effects on TFP growth over the next 10 years but will slow TFP growth much more over the long term.
