Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

Reflecting a global interest on the topics of well-being, happiness, and the good life in the face of the multiple failures of millennial capitalism, Images of Public Wealth or the Anatomy of Well-Being in Indigenous Amazonia deliberately appropriates a concept developed by classical economists to understand wealth accumulation in capitalist societies in order to denaturalize it and assess its applicability in non-capitalist kin-based societies. This book examines welfare effects of gender-related inequalities in Korean households and labor markets. It uses subjective well-being data to show that reductions of excessive levels of working hours did improve family well-being in the past decade. Moreover, benefits from major life events like marriage can differ greatly by sex if traditional gender roles dominate and women contribute much less than men to household earnings. Furthermore, the study examines dynamics in rural East Asian economies and their impact on individual welfare outcomes. Both land redistribution and productivity-enhancing reforms are found to have been highly beneficial for Korean development. The Indonesian case study demonstrates the importance of cash-crop decisions and the growing non-farm sector for rural development.

We investigate the factors driving Bolivia’s success in reducing inequality and poverty during the last 15 years. Our evidence suggests that the reduction was driven mainly by labor income growth at the bottom end of the income distribution. Increases in non-labor income (rents, transfers, remittances) also played a role, but a smaller one, although the introduction of Renta Dignidad has made a big difference for the elderly poor. Labor income increases were concentrated in the informal, low-skilled service and manufacturing sectors. As the gains from the commodity boom go into reverse, and the fiscal envelope becomes much tighter, it will be essential that labor and social policies are well designed and targeted to preserve the poverty and inequality reduction of the last 15 years.

This book puts forward an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, size and qualitative as well as quantitative nature of the primary indicators used to describe the poverty of an individual, household or socio-demographic entity. It allows for the integration of the sets of techniques already available or forthcoming in the area of income poverty into the analysis of multidimensional poverty. The core of the methodology rests on a solution to the issue of aggregation across the multiple sub-dimensions of poverty. The rationale of the proposed solution is based on the exploration of the internal structure of association between these sub-dimensions of poverty. The author illustrates the conceptual debates on the dimensions of poverty and on the measurement methodologies with empirical studies showing the strengths and weaknesses of different approaches by dividing the book into two parts. The second part presents two case studies, one from Vietnam and the other from Senegal, using the methodology outlined in the first part. Over the past decades, inequality has risen not just in advanced economies but also in many emerging market and developing economies, becoming one of the key global policy challenges. Poverty is a paradoxical state. Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.
