It describes the current practice for measuring in situ mechanical properties of pavement subgrade soils. The tests conducted to measure the mechanical properties of soil strength and stiffness are the primary topics, and these are discussed in the context of design procedures, factors affecting mechanical properties, and the variability of measurements. Information for the synthesis was collected by surveying U.S., Canadian, and selected European transportation agencies and by conducting a literature search. This TRB report provides information on existing and emerging technologies for static and dynamic, and destructive and nondestructive testing for measuring in situ mechanical properties of pavement subgrade soils. Correlations between in situ and laboratory tests are presented. The effects of existing layers on the measurement of subgrade properties, and soil spatial and seasonal variability are discussed. Most importantly, the use of soil properties in pavement design and evaluation are explained. New applications or improvements to existing test methods to support the use of mechanistic/stochastic-based pavement design procedures are also explained.

Resilient modulus (Mr) of subgrade soil is a key input parameter in all three hierarchical levels of the new mechanistic-empirical pavement design guide (MEPDG). A successful implementation of the MEPDG requires a comprehensive evaluation of Mr database(s) for local subgrade soils and its assessment to determine desired input parameters. To this end, a database containing subgrade Mr values, index properties, standard Proctor, and unconfined compressive strengths for 712 soil samples from 39 different counties in Oklahoma was developed. A total of five stress-based regression models were evaluated using a statistical software package ("SPSS," Version 17), and material constants (k1, k2, and k3) for these soils, categorized in accordance with the American Association of State Highway and Transportation Officials Classification system, were determined. The goodness of fit and the significance of these models were ranked with respect to their R2 and F values, respectively; the MEPDG recommended octahedral model was found to outperform the others. Furthermore, reasonably good correlations of material constants with routine soil properties were established for Level 2 analysis and design. Typical Mr values of common Oklahoma soils for Level 3 analysis and design were also estimated. The findings of this study are expected to help the implementation of the MEPDG in Oklahoma.

A study was conducted of the potential applicability of nuclear measuring techniques for determining soil density and moisture content at depth, and changes in these properties, for Navy civil engineering purposes. Measurements were obtained under two different types of engineering requirement to assess measurement capabilities: (1) in base material and subgrade soil beneath the pavements at five airfields, to detect long term variations; (2) in hydraulically placed foundation soils at two construction sites, both before and after densification of the soil was attempted by driving compaction piles, to detect changes due to the densification effort. The data were analyzed and statistical procedures were developed to determine the magnitudes of measurement error. Measurement errors were relatively low compared with the measured temporal variations in the soil properties at th soil densification sites, but were so large as to obscure a large portion of low-level, long-term changes occurring in the pavement subgrades. One of the key parameters for the performance of a pavement is uniformity of its sub-grade. In situ assessment for the uniformity of the sub-grade is commonly carried out by measuring the density of soil mass. Measurement of the density is done by cutting a core from the soil mass. According to ASTM D6951-09 (2009) the soil density may be estimated if the soil type and moisture content are known from the dynamic cone penetrometer (DCP) penetration rate. The DCP test is a soil-penetration test that is used for the measurement of sub-grade strength. In this paper, empirical correlations were developed for estimation of in situ density of the sub-grade material from DCP penetration rate and moisture content. These relations were developed using multi-linear regression analysis for different soils, namely Black Cotton Soil, Yellow Soil, and Moorum (lateritic soil). It also developed a generalized correlation for density using a power function model.
