The people of this State will, in a short time, have opportunity... in a special election for member of Congress... to express their devotion to the Union or their desire to see it 22 broken up. The Northern troops marching to the defense of the Capital were not, in the eyes of Marylanders, the forces of law and order, but the hordes of the Abolitionists sent against a great Southern institution. Particularly was this true in Baltimore which "was hardly less bitter toward Abolitionism than was Rich23 raond itself," and "had there been one man among the Maryland rebels fit to lead a battalion, the peril to Washington would have been extreme. They had a surplus of demagogues but no 24 leader. " Among the most vociferous of these demagogues was S. Teackle Wallis. In a meeting held April 19th, after the attack on the Massachusetts troops, he was quoted as saying that his 25 heart was with the South, and he was ready to defend Baltimore. Citizens often moved more swiftly than federal agents in punishing traitors in their midst, forcing the government to rethink legal practices and definitions. In reconciling the northern contempt for treachery with a demonstrable record of judicial leniency toward the South, Blair illuminates the other ways that northerners punished perceived traitors, including confiscating slaves, arresting newspaper editors for expressions of free speech, and limiting voting.
