Since 1980, the number of people in U.S. prisons has increased more than 450%. Despite a crime rate that has been falling steadily for decades, California has led the way in this explosion, with what a state analyst called "the biggest prison building project in the history of the world." Golden Gulag provides the first detailed explanation for that buildup by looking at how political and economic forces, ranging from global to local, conjoined to produce the prison boom. In an informed and impassioned account, Ruth Wilson Gilmore examines this issue through statewide, rural, and urban perspectives to explain how the expansion developed from surpluses of finance capital, labor, land, and state capacity. Detailing crises that hit California’s economy with particular ferocity, she argues that defeats of radical struggles, weakening of labor, and shifting patterns of capital investment have been key conditions for prison growth. The smart growth movement aims to combat urban and suburban sprawl by promoting livable communities based on pedestrian scale, diverse populations, and mixed land use. But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations. Growing Smarter is one of the few books to view smart growth from an environmental justice perspective, examining the effect of the built environment on access to economic opportunity and quality of life in American cities and metropolitan regions. The contributors to Growing Smarter—urban planners, sociologists, economists, educators, lawyers, health professionals, and environmentalists—all place equity at the center of their analyses of "place, space, and race." On December 10, 1998, the world celebrated the 50th anniversary of the United Nations' Universal Declaration of Human Rights (UDHR). The U.S. Constitution possesses many of the political and civil rights articulated in the UDHR. The UDHR, however, goes further than the U.S. Constitution, including many social and economic rights as well. This book addresses the social and economic rights found in Articles 16 and 22 through 27 of the UDHR that are generally not recognized as human rights in the United States. The book begins with a brief history of economic, social, and cultural rights, as well as an essay, in question and answer format, that introduces these rights. Although cultural rights are interrelated and of equal importance as economic and social rights, the book primarily addresses justice regarding economic and social problems. After an introduction, the book is divided into the following parts: (1) "Economic, Social, and Cultural Rights Fundamentals"; (2) "Activities"; and (3) "Appendices." The nine activities in part 2 aim to help students further explore and learn about social and economic rights. The appendix contains human rights documents, a glossary of terms, a directory of resource organizations, and a bibliography of 80 web sites, publications and referrals to assist those eager to increase their understanding of, and/or move into action to address economic and social rights.
