The Marine Corps warfighting philosophy of maneuver warfare seeks to shatter the enemy's cohesion through a series of rapid, violent and unexpected actions which create a turbulent and deteriorating situation with which he cannot cope. Marine Corps information operations (IO) support maneuver warfare through actions to deny, degrade, disrupt, or destroy the enemy commander's ability to command and control his forces. In the future, IO conducted by Marine Air Ground Task Forces (MAGTFs) will consist of battlespace shaping, force enhancement, and force protection activities. The history of the Marine Corps is replete with examples of strategic, operational, and tactical development, innovation, experimentation and employment. From a very humble and austere beginning in the late 1700s, to becoming the creators of amphibious warfare doctrine in the late 1930s, and from the Corps' initial experimentations with aircraft, to becoming today, the worlds foremost authorities on the tactics, techniques, and procedures of close air support, Marines have been at the forefront of developing our nation's warfighting doctrine. Today is no different. As our nation's military forces struggle with such issues as downsizing, asymmetrical threats, and issues associated with roles and missions, the Marine Corps is once again leading the way in the development of concepts and doctrine for future warfare. This concept, articulated in the recently released document, Operational Maneuver From the Sea (OMFTS), highlights a requirement for highly mobile, extremely lethal, fully integrated, expeditionary forces capable of conducting operations across the spectrum of conflict. In simple terms, OMFTS seeks to capitalize on the inherent strengths of maneuver warfare combined with the strategic advantages afforded by our dominance at sea. Critical to the success of this concept is the ability to capitalize on emerging technological advances with regards to mobility, fire power, and information/command and control networking. Here is where the disconnect exists. While the Marine Corps has taken great strides in correcting deficiencies with regards to mobility and fire power issues, little has been done to correct deficiencies associated with the Corps' command and control system. If the Marine Corps is to reap the maximum benefit afforded by OMFTS, then efforts must be directed at developing and fielding an enhanced command and control system fully supported by an airborne command, control, and communications platform.

This monograph examines the feasibility of adapting the Soviet concepts of 'desant' and the Operational Maneuver Group for amphibious application in future joint campaigns. It is based on premises that future employment of U.S. Military forces will probably be focused within regions of the Third World, tht these forces will be of joint configuration, and that impending force reductions will demand their most efficient utilization. Given these parameters, a future joint force commander will be challenged to employ his diverse forces with imagination--and an appreciation for their unique capabilities--to achieve a synergism of available combat power to accomplish his assigned mission. However, despite emphasis on the operational level of war, little formal study has explored the possible integration of amphibious warfare with such related concepts as operational maneuver and deep battle. To resolve these deficiencies, a modern Marine Air-Ground Task Force (MAGTF) may prove capable of battle and 'desant' to achieve operationally significant results.

Current planning and organization of organic ground reconnaissance and surveillance forces in support of MAGTF operations are rapidly becoming overtaken by events. Development of highly mobile, long-range, rapid execution of over-the-horizon sea-based maritime operations in support of the CINCs is outstripping current Corps ground reconnaissance doctrine. This unclassified paper points out that the special requirements of the way the Corps plans to operate in the future will necessitate concomitant changes in how ground reconnaissance elements are deployed and employed. Further, it points out that there is a serious flaw in the organization of maritime special purpose forces which could lead to the inability to deliver on advertised special operations capabilities to the CINCs. Recommendations are made for the adjustment of current doctrine, employment and organization of reconnaissance units and organizations in order to align them with the problems outlined in the paper.
