The Impact of COVID-19 on Prison Conditions and Penal Policy presents the results of a worldwide exchange of information on the impact of COVID-19 in prisons. It also focuses on the human rights questions that have been raised during the pandemic, relating to the treatment of prisoners in institutions for both juveniles and adults worldwide. The first part brings together the findings and conclusions of leading prison academics and practitioners, presenting national reports with information on the prison system, prison population rates, how COVID-19 was and is managed in prisons, and its impact on living conditions inside prisons and on reintegration programmes. Forty-four countries are covered – many in Europe, but also Argentina, Brazil, Chile, Colombia, Perú, Costa Rica, Canada, the USA, Kenya, South Africa, China, India, Japan, Australia and New Zealand. In the second part, thematic chapters concentrate explicitly on the impact of the pandemic on the application of international human rights standards in prisons and on worldwide prison population rates. The book concludes by drawing out the commonalities and diverging practices between jurisdictions, discussing the impact of measures introduced and reflecting on what could be learnt from policies that emerged during the pandemic. Particular attention is paid to whether "reductionist" strategies that emerged during the pandemic can be used to counteract mass incarceration and prison overcrowding in the future. Although the book reflects the situation until mid 2021, after the second and during the third wave of the pandemic, it is highly relevant to the current situation, as the living conditions in prisons did not change significantly during the following waves, which showed high infection rates (in particular in the general population), but increased vaccination rates, too. Based on the lived experiences of incarcerated persons and staff, this book explores the symbolic significance of prison foodways to normalization, autonomy, identity construction, power, group formation and security. The book also traces the rationalization(s) that policy makers attach to prison food, from the water and bread diet of the 18th century, the contested abolition of alcohol consumption, to the current fear surrounding the spread of COVID-19 through food distribution in prisons. The argument is developed that prison food policies have always reflected how Belgian governments have treated imprisoned persons. The emphasis on Belgian prisons and the discussions on prison foodways situated on a micro and macro level add a unique flavour to prison food scholarship by providing a deeper understanding of a penal culture outside the dominant tradition of Anglo-Saxon and Nordic studies. This open access book addresses communicative aspects of the current COVID-19 pandemic as well as the epidemic of misinformation from the perspective of argumentation theory. Argumentation theory is uniquely placed to understand and account for the challenges of public reason as expressed through argumentative discourse. The book thus focuses on the extent to which the forms, norms and functions of public argumentation have changed in the face of the COVID-19 pandemic. This question is investigated along the three main research lines of the COST Action project CA 17132: European network for Argumentation and Public PoLicY analysis (APPLY): descriptive, normative, and prescriptive. The volume offers a broad range of contributions which treat argumentative phenomena that are directly related to the changes in public discourse in the wake of the outburst of COVID-19. The volume additionally places particular emphasis on expert argumentation, given (i) the importance expert discourse has had over the last two years, and (ii) the challenges that expert argumentation has faced in the public sphere as a result of scientific uncertainty and widespread misinformation. Contributions are divided into three groups, which (i) examine various features and aspects of public and institutional discourse about the COVID-19 pandemic, (ii) scrutinize the way health policies have been discussed, debated, attacked and defended in the public sphere, and (iii) consider a range of proposals meant to improve the quality of public discourse, and public deliberation in particular, in such a way that concrete proposals for argumentative literacy will be brought to light. Homes in Crisis Capitalism explores the core social reproduction role that individual households fulfil in our societies, and the class and racial effects of this on gender inequality and discrimination. Women now make up nearly half of the paid workforce globally, yet prevailing neoliberal social policy continues to rule out adequate state provision of child- and elder-care, choosing instead to rely on marketized services to fill the gap. It is mainly women who carry out this little valued care work, either in a non-paid or paid capacity, and gender inequality is entrenched across society. Official gender parity policies, often expressed in terms of equality of opportunity, have done little to ease the double burden of domestic and care work for the vast majority of women. Competitive labour markets discriminate against those expected to be the primary caregivers of children, the sick and disabled and older people. In addition, the presence across many societies of an acute housing crisis and soaring inflation have put added pressures on home life. A social reproduction crisis has developed, and it is working class women and women of colour who are paying the price. Holborow analyses homes in crisis capitalism through a Marxist lens of capitalist social reproduction. This book charts the interwoven social and political effects and outcomes of work and care provided in the home, and makes the case for a radical break with capitalism to give social reproduction the material resources and social recognition it deserves.

This book argues that the catastrophe of COVID-19 provided a momentous time for groups, institutions, and states to reassess their worldviews and relationship to the entire world. Following multiple case studies across dozens of countries throughout the course of the pandemic, this book is a timely contribution to cultural knowledge about the pandemic and the viral politics at the heart of it. Mapping the various forms of global consciousness and connectivity engendered by the crisis, the book offers the framework of "viral worlding," defined as viral forms of relationality, becoming, and communication. New emergent forms of being global "went viral" to address conditions of inequality as well as forge possibilities for societal transformation.
