Avec ce quatrieme volume, I' Annuaire europeen entre dans 1a seconde phase de son existance. A l'origine, la pUblication de' cet Annuaire avait ete, a titre d'experience, prevue pour trois ans. Cette periode est deja depassee, et Ie succes de l'experience est demontre par de nombreuses critiques elogieuses comme par l'accueil tres favorable que lui ont reserve les milieux inte resses aux affaires europeennes. En consequence, Ie Comite des Ministres du Conseil de l'Euro pe decida, en mars 1957, que l'Annuaire europeen continuerait a paraitre sans limitation de duree. Ainsi les assises de notre oeuvre sont, pour ainsi dire, devenues permanentes, et ce fait meme prouve les progres realises dans la voie de I'integration europeenne. En effet l'annee 1957 a ete extremement fructueuse en ce qui concerne l'integration europeenne et, alors que, dans l'ensemble, ce volume IV devait etre consacre a I' evolution des faits en 1956, nous avons dll egalement porter notre attention, aussi bien dans les articles que dans la partie documentaire, sur les nouvelles institutions, dont l'impQrtance est capitale. C'est pourquoi Ie Traite instituant la Communaute Economique Euro peenne figure parmi les textes documentaires du present volume; toutefois, en raison du manque de place, Ia publication du Trait6 instituant I'Euratom a ete differee jusqu'au prochain volume. What made me write this book was a feeling that students of international economics needed to fin out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. of the international organizations themselves can be con The annual reports sulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replacing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meetings have succeeded in drawing much attention of the press.

LANDHEER, Directeur de la Bibliotheque du Palais de la Paix a La Haye, qui est maintenant le Redacteur en Chef de l'Annuaire et celui de la maison d'edition Martinus NIJHOFF qui a toujours publie cet ouvrage avec beaucoup de soin et de distinction. La Resolution du Comite des Ministres, en date du 30 juin 1953, stipulait que l'Annuaire Europeen serait consacre a l'etude objective des organisations intemationales europeennes et de leurs travaux, sous la responsabilite d'un Comite de Redaction independant, sans caractere officiel ou politique, qui s'inter dirait de formuler des opinions sur aucun aspect des affaires intemationales. Le premier President de ce Comite de Redaction etait Lord LA YTON, publiciste connu, militant europeen et, pendant de longues annees, Vice-President de l'AssembIee Consultative.

The Treaty of Rome makes no mention of the Mediterranean basin as such, inc1udes not a single provision for the defining of specific relations with that region as a whole. There are only, as a hang-over from the French and Italian colonialist past, certain Dec1arations, in the Appendices, regard ing a possible association of Tunis, Morocco, Libya with the new under taking. And, of course, there is Artic1e 113 prescribing, at the end of the Community's transition period, the common trade policy - plus the Artic1e (238) giving blanket authorisation for association agreements. These legal prescriptions were duly implemented in the Association Agreements with Greece (1961) and Turkey (1963) and have supplied the basis for bilateral instruments in respect of other Mediterranean lands - ad hoc, pragmatic ar rangements. In the circumstances the Community could scarcely have proceeded otherwise. Yet the outlines of a European economic policy with regard to the countries of the Mediterranean basin were there from the beginning -limited, however, over the years by the internal development of the Community itself. One is reminded in this connection of sundry invoca tions by European and Mediterranean personalities and members of the European Commission - and, specifically, of a Memorandum presented by Italy to the Council of Ministers in 1964.
