In questo volume, giunto alla sua sesta edizione, la materia della direzione dei lavori nell’esecuzione dei lavori pubblici è stata aggiornata al Codice dei contratti (D.Lgs. 18 aprile 2016, n. 50) e al D.M. 7 marzo 20198, n. 49 relativo al Regolamento per la direzione dei lavori, coordinato con le Linee Guida ANAC n. 3 sull’attività del responsabile del procedimento. L’opera è stata completamente rivista e resa più consona agli aspetti specifici e complessi relativi alla sola direzione dei lavori per meglio circoscriverne l’operato. Nella parte prima, il capitolo relativo allo stato d’avanzamento dei lavori comprende anche le relative disposizioni sull’acquisizione d’ufficio del DURC, le nuove modalità di redazione del SAL e dei pagamenti acconto. È stato completamente riscritto il capitolo relativo all’accettazione dei materiali, aggiornato alle disposizioni dell’art. 6 del Regolamento n. 49/2018 e ai controlli obbligatori di accettazione per i materiali strutturali previsti dalle NTC nonché a quelle specifiche del capitolato speciale d’appalto. La parte seconda del testo (sospensione, risoluzione, varianti in corso d’opera, subappalto, revisione dei prezzi, accordo bonario, transazione, etc.) è stata completamente rivista secondo le recenti modifiche del Codice dei contratti, in ultimo dal D.L. n. 4/2022 sulla revisione prezzi. La parte terza, infine, relativa alle prove e ai controlli di strutture, impianti tecnici, condotte idriche e fognarie e opere stradali, di competenza del direttore dei lavori previsti dalle NTC e dal capitolato speciale d'appalto, è stata completamente riscritta e aggiornata alle più recenti norme UNI.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
