Excerpt from Steubenville Public Schools History of the Public Schools of Steubenville, Ohio, District No. 5. The following is the earliest account on record, so far as is known, of the schools of Steubenville: In the winter of 1816-17 there were two schools in Steubenville of the same order as our common schools, maintained by private subscription, as all schools then were, at a scholar per quarter. One of these schools (at which I was a pupil) was taught by Rev. James B. Finley, and continued until it was overshadowed by the well known school of Rev. Dr. C. C. Beatty - Extract from a letter of Wm. 0. How ells to Howe's History of Ohio. The first step taken toward introducing the Public School system in Steubenville was taken in 1838. Dr. C. C.
