These water storage facilities have been created since time immemorial mainly by constructing dams accross rivers and are intended both for capturing water that would otherwise proceed down river towards the oceans or lakes as well as for storing the water for as long as possible, till when needed and used. Sediments which is naturaly released from the catchment areas into the reservoir via contributing stream is impeded by the water bodies in the reservoir which are retained by the dams and to a large extent the sediments is permanently trapped there in. This paper talks about managing the flow of reservoirs and regulated river or dam and how to improve its sustainability by balancing the needs of the society, the economy, the environment and the ecosystems. Likewise its environmental goals, its role on a global scale with the laws and regulations guiding it are also discussed in this paper.

Control of a reservoir is ensured by a special space, as well as by utilizing the supply and overflow components of the reservoir.A separate part is devoted to the water management operations of reservoirs, mentioning the rules for control of the discharge from reservoirs in permanent operation, mainly using central control, and for the study and evaluation of the water management function of reservoirs. This study discusses issues of optimal water management in a complex distribution system. The main elements of the water-management system under consideration are retention reservoirs, among which water transfers are possible, and a network of connections between these reservoirs and water treatment plants (WTPs). System operation optimisation involves determining the proper water transport routes and their flow volumes from the retention reservoirs to the WTPs, and the volumes of possible transfers among the reservoirs, taking into account transport-related delays for inflows, outflows and water transfers in the system. Total system operation costs defined by an assumed quality coefficient should be minimal. An analytical solution of the optimisation task so formulated has been obtained as a result of using Pontryagin’s maximum principle with reference to the quality coefficient assumed. Stable start and end conditions in reservoir state trajectories have been assumed. The researchers have taken into account cases of steady and transient optimisation duration. The solutions obtained have enabled the creation of computer models simulating system operation. In future, an analysis of the results obtained may affect decisions supporting the control of currently existing water-management systems.
