Experience in IAEA member states has often shown that sites with radiation legacies cannot be remediated to residual levels of radioactivity below concern, and so cannot be released for unrestricted use. Residual contamination, buried wastes and other hazards may remain after cleanup is complete, for several reasons including technical limitations, economic feasibility, worker health and safety issues. This publication deals with the key conceptual, managerial and technical issues involved in the maintenance of institutional control over sites for prolonged periods of time, possibly for hundreds or even thousands of years. The management of sites with such long-term radiological liabilities is often referred to as 'stewardship'.

Naturally occurring radionuclides are found throughout the earth's crust, and they form part of the natural background of radiation to which all humans are exposed. Many human activities-such as mining and milling of ores, extraction of petroleum products, use of groundwater for domestic purposes, and living in houses-alter the natural background of radiation either by moving naturally occurring radionuclides from inaccessible locations to locations where humans are present or by concentrating the radionuclides in the exposure environment. Such alterations of the natural environment can increase, sometimes substantially, radiation exposures of the public.
