This book examines state-state relations and new forms of state business relations that have emerged with an increase in China’s foreign direct investments in Malaysia. Focusing on investments in the industrial sector and through in-depth case studies, this book adopts a novel framework to analyse these different types of state-business relations. These new forms of state-business relations are created from the different modes of negotiations between different key actors in each of the cases. Diverse outcomes were found, reflecting the disparate forms of power relationships and state cohesiveness with unique institutional architectures formed in each case. The book identifies a major shift in structural power in these new forms of state-business relations as China’s large multinational state-owned enterprises increasingly invest in Malaysia. A well-constructed institutional architecture is needed, not just in Malaysia but for other Southeast Asian countries, if foreign investments are to be harnessed to promote effective industrial development.

Chinese companies have managed to perform well in Malaysia, especially after the recession in the mid-1980s, due to a clear change in the Malay dominated government's attitude to Chinese capital. Despite the problems that prevail among UMNO politicians, the government has provided a stable economic environment and offers opportunities for domestic private investment, even for the Chinese. China's rising influence in parts of the developing world has raised concerns among the US and its allies. In the wake of the COVID-19 outbreak, the provision of vaccines and aid to countries in the Global South have further heightened anxieties over the potential for diffusion of China's ideals. China's investments are thought to promote the diffusion of its perspectives of rule of law and democracy, posing a challenge to the global dominance of Western liberal democratic values. Nonetheless, few studies have examined how the diffusion of China's ideals may occur through its investments and infrastructure projects in young democracies such as Malaysia whose governance and legal system significantly outperform China's according to various global indexes. This article investigates the increasing engagement with China and the reasons for this trend against the backdrop of Malaysia's legal and political institutions inherited from the West. It considers how young democracies like Malaysia are vulnerable to China's influence, intentional or unintentional, through investment. The analysis sheds light on the mechanisms that give rise to such vulnerability, exploring how the electoral system and rule of law may facilitate and amplify the impact of Chinese investment, with broader implications for democracy. Shared tacit understandings, such as the instrumentality of law and the nexus between state and business, which facilitate cross-country cooperation are also examined.

The concept of transnationalism is characterised by an important contradiction. While it makes an important contribution to the literature on identity by focussing on the themes of hybridity and pluralism, when it discusses the issue of transnational capital, it falls into the trap of essentialising ethnicity. Transnational theorist argue that there exists a pan-ethnic unity among the Chinese diaspora that would enable this community to emerge as a new economic force globally. The case studies in this essay reveal, however, that transnational networks do not influence the way ethnic groups do business with co-ethnics in other countries. This study argues that there is significant competition among Chinese-owned enterprises, which explains the dynamism of these firms. There is also much evidence of inter-ethnic corporate ties involving Chinese firms. These findings bring into question the importance of common ethnic identity in transnational business transactions undertaken by the Chinese companies.
