Excerpt from Major General Meade's Report on the Ashburn Murder Sir z - L ist night, between the hours ofoue and two o'clock, Mr. G. W. Ashburn, a delegate to the late Convention from this coun ty, was brutally murdered in his own room by a party of persons disguised in masks, and with blackened faces. From the evidence of the other occupants of the house - negro women - the party is estimated to have been from thirty to fifty in number, and to have been generally well dressed. A coroner's inquest to-day failed to elicit any evidence upon which any arrest could be made. As Mr. Ashburn was the political leader of the colored people here, great excitement has prevailed among them, and I had feared a collision with the whites; but up to this evening everything has passed ofi' quietly. I am co-operating with the municipal authorities in measures to prevent any outrages being committed, and h0pe that everything will pass off quietly. The respectable portion of the community condemn this terrible outrage; but I regret to have to say that from all the evidence and information we can obtain, there is no doubt that the party who made this attack on Mr. Ashburn's lodgings, from their dress, belong to the better class of citizens. After the Civil War's end, reports surged of violence by Southern whites against Union troops and Black men, women, and children. While some in Washington, D.C., sought to downplay the growing evidence of atrocities, in September 1866, Freedmen's Bureau commissioner O. O. Howard requested that assistant commissioners in the readmitted states compile reports of "murders and outrages" to catalog the extent of violence, to prove that the reports of a peaceful South were wrong, and to argue in Congress for the necessity of martial law. A modern and current examination of Reconstruction that explains how the South in the aftermath of defeat in a total war, was still able to exhaust the will of the powerful North using asymmetric warfare. The end of the Civil War may have marked the end of the official fighting, but the Congressional strategy to remake the South during Reconstruction led to a new period of warfare—asymmetric warfare in which the defeated Confederacy became the Southern resistance. Despite all the power at its disposal, the North failed to change the South after nearly 11 years of effort and instead accepted a political-social equilibrium dictated by the South. This book presents Reconstruction through an unconventional lens to explain the process of transition from war to warfare, and finally to equilibrium represented by the emergence of the New South. Author Keith D. Dickson explains how Reconstruction created a false equilibrium in the immediate aftermath of the Civil War and was reversed by Congressional action that imposed a new social and political order. By resistance of these actions through asymmetric warfare, the white South was able to establish a new equilibrium—one dictated by the South that opened the path to the New South. Providing insights from an author who is both a respected academic military historian as well as a former practitioner of unconventional warfare as a Special Forces officer, the book covers the historical period 1865–1877, casting the Reconstruction period as an example of protracted asymmetric warfare. This asymmetric warfare was conducted in phases against the Republican state governments. As both the U.S. Congress and the Grant administration abandoned the lofty goals for Reconstruction, a bitterly contested presidential election provided the opportunity to establish conditions favorable to the white South that would in turn lead to a political-social equilibrium that allowed reconciliation to begin.

In this study of the reconstruction period in Georgia following the Civil War, a British historian provides a dispassionate account of a highly controversial subject. A revisionist reappraisal, Dr. Conway's study is the first substantial history of the period to be published in fifty years. The sources include considerable material that has become available since the publication of the last major work on the subject in 1915. The author gives close attention to the last days of the Civil War and its aftermath in Georgia, the early attempts at political reconstruction in 1865, the work of the Freedmen's Bureau, the economic problems involved in reshaping the state's economy, the development of the state-cropping and crop-lien systems, the imposition of Congressional reconstruction on Georgia under military supervision, the political maneuverings and economic ventures of such prominent figures as Joseph E. Brown, Benjamin Hill, and Hannibal I. Kimball, the efforts of the Ku-Klux Klan to nullify Negro voting rights and re-establish "white supremacy" concepts, and, finally, the investigations by the Democratic party of Republication misgovernment during the administration of Governor Rufus B. Bullock. Dr. Conway, who did the research for the book in Georgia, has made considerable use of primary manuscripts, travelers' accounts, state and federal reports, and contemporary newspaper material to arrive at an account which judiciously assesses the claims and counter-claims of violently opposed groups which were vitally concerned with the place of the Negro in Southern society after emancipation and with the return of Georgia to the Union.
