Excerpt from Pamphlets Issued by the Loyal Publication Society: From Feb; 1, 1864, to Feb; 1, 1865, Nos; 45 to 78 The House having under consideration the Joint Resolution, (H. R., No. 37, ) authorizing the Secretary of the Treasury to sell any surplus gold in the Treasury, Mr. Stebbins, of New York, said: Mr. Speaker, when the proposition was introduced into this House to authorize the Secretary of the Treasury to sell the surplus gold which had accumulated and which was accumulating in the Treasury of the United States, beyond the amount demanded by the wants of the Treasury and the requirements of the law, I took the occasion to declare that I could not regard the question from any other point of view than its bearing upon the great interests of the Government and of the people. I felt constrained to forget my hostility to a paper-money system, and was only willing to remember the circumstances supposed to have compelled its introduction during the period of the war. Great wars having always, been carried on under such a system, this country could not hope to be an exception to the rule. I do not, therefore, now propose to discuss the system itself, nor attempt to point out its imperfections. I desire to see nothing but the cardinal facts that we are in the midst of a civil war; that men and money are necessary for its prosecution; that the national life must be preserved, the honor of our arms sustained, and the integrity of the laws of the United States vindicated. Loyal Americans marched off to war in 1861 not to conquer the South but to liberate it. In Armies of Deliverance, Elizabeth Varon offers both a sweeping narrative of the Civil War and a bold new interpretation of Union and Confederate war aims. Lincoln's Union coalition sought to deliver the South from slaveholder tyranny and deliver to it the blessings of modern civilization. Over the course of the war, supporters of black freedom built the case that slavery was the obstacle to national reunion and that emancipation would secure military victory and benefit Northern and Southern whites alike. To sustain their morale, Northerners played up evidence of white Southern Unionism, of antislavery progress in the slaveholding border states, and of disaffection among Confederates. But the Union's emphasis on Southern deliverance served, ironically, not only to galvanize loyal Amer icans but also to galvanize disloyal ones. Confederates, fighting to establish an independent slaveholding republic, scorned the Northern promise of liberation and argued that the emancipation of blacks was synonymous with the subjugation of the white South.
