La cohesión social se ha convertido en una de las ideas más presentes y movilizadoras en la construcción de la Agenda Pública de algunos países de América Latina. Cohesión social significa igualdad de oportunidades y derechos sociales, pero también significa obligaciones. Abarca todos los derechos, con independencia de que puedan ser priorizados como políticas públicas. Pero la cohesión social tiene también otros significados relativos a los deberes de los ciudadanos, a su relación con las instituciones, y al balance entre lo que cada persona aporta al Estado y lo que recibe de él, lo que afecta a los derechos sociales, a la existencia de un sistema fiscal adecuado y al equilibrio entre bienes y servicios públicos en un mismo territorio estatal. Por ello, la cuestión de los derechos fundamentales, su reconocimiento y, sobre todo, su tutela real y efectiva, ocupa un lugar central en la reflexión sobre la cohesión social y el liderazgo público democrático. Sin derechos no hay democracia ni cohesión social posible.
