The duration of unemployment spells in Greece is investigated by looking at developments over time and by estimating duration models for unemployed men using data from the 2005 Greek Labour Force Survey (LFS). The prolongation of spells since the 1990s reflects the rise in the overall unemployment rate and the increased probability of transition from short-term to long-term unemployment. The limited number of new jobs, due inter alia to the stringent regulatory environment in product and labour markets, might be contributing to the differences in the percentage of long-term unemployment between Greece and the EU-15. Estimates of duration models suggest that older individuals with no previous work experience, in high-unemployment regions are more likely to experience longer unemployment spells while education appears to differentiate the length of spells amongst younger individuals. There is some tentative evidence of positive duration dependence in the first few months of the spell, which, however, turns negative as the spell continues.

In this article, I use the 2000-2004 data from the Greek Labour Force Survey in order to estimate a logit model for the incidence of long-term unemployment. The model computed is similar to the one estimated by Obben et al. (2002). It is found that attributes of the individual such as gender, age category, marital status and region of residence affect the odds of being long-term unemployed. On the other hand, the level of someone's qualification does not affect the odds of whether someone will be short or long-term unemployed.

Young people in Greece have been more adversely affected by the crisis than in the other countries analysed (Ireland, Portugal, Spain and Cyprus). This holds true for all parameters considered - employment, unemployment, long-term unemployment, NEET youth (Neither in Employment, Education or Training). Youth unemployment has been declining in all these countries since 2013 (Cyprus: 2014) while economic adjustment was ongoing, but remained at a high level of 50.1 % in January 2015 in Greece. - Greece shows a number of specific structural features having caused a comparatively weak performance before the crisis started: a prolonged and incomplete transition from education to work, a high share of highly educated unemployed aged 25-29, strong gender differentials, (flattening) regional disparities, sectoral labour market segregation and a high share of informal employment. - As a reaction to soaring youth unemployment, European and national initiatives have been intensified to cope with structural weaknesses and to improve short-term job perspectives. These include, for example, a national Youth Action Plan (December 2012), funding from the Youth Employment Initiative and support from a Commission Task Force Greece. - Given a persisting lack of labour demand and budget constraints, recommendations from recent analyses include the expansion of temporary, subsidised public work programmes, further increasing the effective use of EU funding, efficiency gains in shaping ALMPs and expanding the age limits of the Youth Guarantee. They also point to a dilemma: a further increase in resource allocation for programmes targeted at young people could come at the expense of other numerically larger groups of recipients.

The Greek labour market recorded a significant improvement during the first half of 2022. This is encouraging and reflects, inter alia, output growth, the government support measures during the pandemic and the implementation of important structural reforms during the previous decade. However, in the current inflationary environment, the question that arises is whether the labour market is slack or tight and whether wage pressures may be emerging. This article draws on diverse sources of information on the labour market, in an attempt to shed some light on this question and examine how the Greek labour market evolved before and after the pandemic. In sum, unemployment remains high in Greece, well above the euro area average, and labour market slack is still evident by most measures. However, pockets of tightening are beginning to emerge at the sectoral level. Moreover, slack is declining at a fast pace, much faster than in the euro area, as suggested by the drop in unemployment over the past three years. The high share of long-term unemployment and the rather elevated estimates of efficient unemployment presented in this article also point in the same direction. Given the recent strong employment growth and the prospect of a significant need for additional labour over the coming years due to the implementation of the NextGenerationEU plan, labour market tightness could increase further. This concern is further compounded by extensive survey evidence of skills mismatches in the Greek labour market, which are known to adversely affect allocative efficiency and, thus, productivity. Looking ahead, it is important to pursue labour market policies aimed at increasing participation rates and upskilling or reskilling the labour force, including in particular the long-term unemployed.
